* This position is financed by a thirdparty external to the Organization with funding provided by the donor. Although there is a commitment from the donor the appointment may be terminated prior to indicate official end date of project should the external funding for this position no longer be available. This position also carries in principle no expectation of renewal. Any potential subsequent extension will be subject to the terms of the Organizations Staff Manual to satisfactory performance and to availability of funds.
Tests/interviews in connection to this selection procedure will take place approximately 3 weeks after the deadline for applications. Applicants are kindly requested to plan their availability during this period accordingly in case they are shortlisted.
Selected candidates will be expected to report for duty approximately two to three months after receiving an offer of employment at the latest.
This selection exercise may be used to generate a reserve list of suitable candidates that may be used to address Organizations similar staffing needs in the future.
SUMMARY OF THE ASSIGNED DUTIES
INCLUDING GOALS AND OBJECTIVES OF THE POST
Within the Executive Directorate for Police Services (EDPS)/Organized and Emerging Crime (OEC) Directorate the Vulnerable Communities (VCO) SubDirectorate focuses on crime areas that include: Crimes against Children (CAC) and Human Trafficking and Smuggling of Migrants (HTSM).
Under the overall direction of the Assistant Director VCO and the CAC Head of Unit the Coordinator Data Technology and Product is responsible for the daily management of Data & intelligence Analysis and Technology resources (Criminal Intelligence Officers and Specialized Officers Technology International Child Sexual Exploitation (ICSE) database Product Owner Digital Crime Analyst (assistant) Criminal Intelligence Analysts) within the CAC unit to support Member Countries coordinating implementation with all directorates and components of the General Secretariat working with INTERPOL member countries National Central Bureaus (NCBs) and other law enforcement entities. The Coordinator oversees and manages a number of CAC staff providing them with daily guidance ensuring the proper implementation of the policies and decisions in relation to CAC activities and the quality and timeliness of the deliverables in compliance with the Organizations priorities.
PRINCIPAL DUTIES AND ACTIVITIES
DUTY 1: Activities coordination
- Implement the coordination of CAC activities as approved by the governance process/hierarchy in collaboration with respective (senior) project manager(s) and in compliance with the established planning
- Take charge of the coordination of any ad hoc requests as decided by the governance process/hierarchy and in cooperation with other CAC coordinators to ensure the smooth handling of CAC within the Organization.
- Proactively detect any implementation issues and suggest to the governance process/hierarchy any relevant refinement to the planning and/or workflow organization in order to ensure the Organization can achieve the expected results of the CAC programme.
DUTY 2: Staff Management
- Provide daily guidance to the staff assigned to him/her for the staff to perform the missions as required.
- Monitor the quality and timeliness of the staffs work in compliance with the planning and any relevant policy/rule.
- Identify mentoring and training needs for the staff to continuously maintain adequate education in connection with their roles and responsibilities.
- Assess his/her team staff in a timely and objective manner. Conduct formal performance appraisals of staff as required and defined by INTERPOLs staff rules. Define personal objectives aligned with the CAC programme
- Recommend to the governance process/hierarchy any refinement of the workflow/ working methods aiming at constantly improving the outputs produced by the Unit
- In cooperation with the (senior) project manager(s) monitor the optimal use of human/financial resources and regularly report to the Head of unit and budget holder.
DUTY 3:Proactive guidance and analytical duties
- Design and implement all actions required by the programme
- Ensure planning coordination and proofreading of analytical reports prepared by the analysts
- In cooperation with the (senior) project manager(s) establish the planning of activities and expected deliverables in order to meet decisions taken by the governance chain/ hierarchy.
- Contribute to any type of reporting as required by the governance chain/hierarchy and in collaboration with the CAC Monitoring&Evaluation officer. Regularly meet with the main internal stakeholders and provide progress reports.
- As the Organizations recognized expert in CAC provide sound advice to the hierarchy on any file related to the subject matter.
- Prepare/coordinate the preparation of written studies for the hierarchy that can either encompass a status/statistics on the ongoing operational/analytical activities of the unit/branch or advanced trend identification in CAC in order to provide a tool helping the hierarchy in orientating the activities in light of the Member States law enforcement agencies needs.
- Prepare oral presentations for the hierarchy or for his/her own/his staffs delivery during meetings or other conferences training sessions etc.
- Constantly and proactively stay abreast of the evolvements in the crime threat area to provide the best possible tailoredmade operational service to the Member Countries.
DUTY 4: Central Point of Contact
- Ensure the efficient and smooth coordination with all colleagues/managers from within the Organization and facilitate the working relationship of staff members towards other Directorates when necessary.
- Provide timely and adequate responses to any specific questions or advice sought by the management staff or outside partners.
- Maintain an appropriate international network of experts in the area dealt with to ensure continuous exchanges on most recent analytical outcomes and on studies regarding operational trends as well.
- Work closely with law enforcement agencies and other stakeholders in recipient countries.
- Work with other international organizations in the framework of the programme objectives.
- Coordinate the organization of conferences/working groups in relation to the crime area supporting the Head of unit or provide support to other Directorates as far as the subject matter is concerned.
- May be called to act in the absence of other CAC coordinators the Head of Unit to ensure the smooth running of the SubDirectorate.
- Coordinate activities and planning in agreement with the Head of Unit to ensure there is no disruption in the service rendered by the SubDirectorate.
- Perform any other related duty as required by the hierarchy.
QUALIFICATIONS COMPETENCIES AND SKILLS
Education and qualification required
- Three to four years of completed education at a University or equivalent in a law enforcement international relations or related area.
- A postgraduate degree would be considered as an additional asset.
Experience required:
- Experienced police officer or official able to demonstrate equivalent professional experience in the sector of police area/law enforcement agencies.
- At least 5 years experience in the CAC or related field including preferably specific training.
- Experience in staff supervision is mandatory.
- Work experience in the fields of applied technology data and intelligence analysis.
Languages
- Fluency in English (oral and written) is required.
- Knowledge of another official language (French Spanish and/or Arabic) would be an additional asset.
Abilities required
- Strong computer skills required. Good command of office software and (when applies) of specific software used in the relevant area.
- Very strong communication skills both in written and oral form.
