Job Description

We have an opening fora Business Analyst to support the financial processes and product improvement strategies in the Office of the Chief Financial Officer (CFO). You will be matrixed to support functional customers and systems in Finance. You will be responsible for partnering with functional area subject matter experts learning their business processes identifying strategies for improvement and developing and executing implementation plans. Our Financial applications span accounts payable travel accounting payroll and TIME and are supported using Oracle EBS ePay/Infor OnBase Service Now Jira and Peoplesoft 9.2. You will report to the Help Desk Analyze & Test Team Team Leader.

This position may offer a hybrid schedule which includes the flexibility to work from home one or more days per week after a probationary period. The specifics of the hybrid schedule including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

You will

  • Coordinate efforts for the system process improvements and help to ensure all action items are added tracked and reported out on a regular basis.
  • Assist in gathering project documentation and quality requirements. Partner with functional experts to understand and analyze current business processes and workflows develop alternative approaches and facilitate implementation of new or enhanced business and technical solutions.
  • Monitor tasks to include internal and external deliverables and ensure responsibly parties are completing activities on time to support closure.
  • Gather performance data assist in analysis and make recommendations that may include schedule variance analysis and preparation of recovery or corrective action plans.
  • Perform SharePoint site administration and maintain organized shared document structures.
  • Communicate effectively between leadership and the functional teams. Provide consultative support to Disbursement leadership team to monitor deliverables and tracked action items.
  • Assist in the development of programmatic documents such as reports decision memos external responses and action items.
  • Perform initial analysis of requests to change add or enhance existing processes or system functionality engaging a variety of functional and IT stakeholders as appropriate. Analyze the impacts of change requests effort needed to implement and disposition as a bug fix enhancement or project with a recommended priority level.
  • Conduct assessments of current processes and identify improvement opportunities.
  • Research and prepare documentation for user guides training manuals and process checklists for disbursement systems.
  • Develop system test strategies and plans perform system testing and create and execute automated test scripts in support of Disbursement application maintenance tasks and projects.

Additional job responsibilities at the E01.3 level 

  • Lead crossfunctional process improvement project teams gather and translate complex user requirements deliver process streamlining methodologies make recommendations for new system strategies and communicate solutions to stakeholders.
  • Perform complex analysis to assess and identify opportunities to improve functional process or system performance. Develop and implement strategies for addressing process gaps.
  • Be responsible for endtoend process maps and create or enhance existing process documentation and mapping.
  • Serve as the Product Owner for assigned application to provide indepth consultation partnering with functional experts and IT to set a vision that informs technology roadmap prioritization and backlog.
  • Present solutions to senior business stakeholders and technical staff that identify requirements and industry bestpractice solutions to enhance the efficiency and integrity of Finance systems. Create fit/gap analysis presentations that help facilitate Finance product decisions.
  • Write test plans and conduct test cases for system implementations upgrades or enhancements.
  • Train and mentor others in the development of selfservice products and training materials. Conduct training and enduser engagement sessions designed to improve system adoption.

Qualifications :

  • Ability to secure and maintain a U.S. DOE Qlevel security clearance which requires U.S. citizenship.
  • Bachelors degree in Business or Technology area or equivalent combination of education and related experience.
  • Knowledge and understanding of financial systems & processes and extensive knowledge of distribution systems Experience gathering analyzing evaluating and interpreting data for documenting functional needs and constraints. Experience in project management coordinating workflow activities in a dynamic work environment and ability to meet deadlines and manage changing priorities.
  • Experience effectively applying good judgment discretion and problemsolving skills to identify solutions and resolve issues.
  • Proficiency in working effectively as part of a multidisciplinary team in a business support environment using computer systems to manage complex data collections. Ability to use discretion and problemsolving skills to resolve issues. Effective organizational skills and ability to communicate clear expectations on project and process activities as well as lead the facilitation of business process improvements.
  • Advanced experience using MS Office business applications and webbased collaborative platforms such as Confluence Teams Word Excel Visio. Experience using Adobe Acrobat Pro Microsoft Teams and ability to learn new software applications.

Additional qualifications at the E01.3 level

  • Significant experience analyzing current business processes and systems for efficiencies cost reductions and streamlining of operations.
  • Experience developing business process documentation and training materials.
  • Knowledge and understanding of financial business principles regulatory requirements process efficiency concepts industry best practices and standards implementation.
  • Experience writing test plans and conducting test cases for system implementations upgrades or enhancements.
  • Experience performing data analysis developing metrics to assess functional performance and usage of report information to continually improve reporting capabilities.
  • Significant communication skills are necessary to interact effectively with multidisciplinary team members and negotiation skills to influence outcomes.
  • Experience working effectively both independently and as a member of a team.

Qualifications We Desire

  • Cross functional finance work experience preferably in accounts payable.
  • Functional knowledge of ImageSoft and OCR products Financial EBS systems and technology preferably Oracle ImageSoft ServiceNow or Jira Oracle SQL and TOAD
  • Experience working in Shared Services or providing help desk support to business systems.
  • Experience supporting ERP transformation and business process reengineering Agile Methodologies for software development and project management.
  • Significant project management experience preparing project plans including task estimation dependencies and deployment schedules including interacting with internal resources to complete required project activities.
