Are you looking to be a part of a team of dedicated professionals committed to building one of the most impactful programs in recent state history The State of Maine is now recruiting staff for the new Maine Paid Family and Medical Leave (PFML) Program. The Auditor IIs will be key team members in one of the largest and most impactful new programs in the State with the objective of delivering a service that Mainers can easily use in their time of need. As members of the of the Audit and Compliance Unit the Auditor IIs will be responsible for performing audit and compliance functions for employers related to premium payments employee classification and private plan substitutions under limited supervision. This position will ensure that businesses understand their responsibilities and liabilities under the program and that approved private plan substitutions are operating in accordance with statute and rules of the program. The Audit and Compliance Unit will perform audit and enforcement practices as it relates to employer noncompliance in these areas. We offer a flexible remote and/or inoffice work schedule.

Primary responsibilities include:

  • Provides information on PFML law and administrative procedures to clarify them to employers selfelected individuals and the general public.
  • Communicates with the public under conditions requiring considerable tact to explain laws rules etc.
  • Conducts independent and complex audits of governmental and private employers and selfemployed individuals to determine compliance with PMFL laws rules and regulations.
  • Prepares audit reports and assembles audit schedules tables exhibits and documentation to present audit findings and conclusions.
  • Recommends improvements to administrative financial or operational systems and procedures to ensure compliance with laws rules and regulations and to improve unit effectiveness and efficiency.
  • Inspects and evaluates administrative and operational systems to identify lack of control inefficiencies duplication of effort fraud and/or noncompliance with controlling PMFL laws rules and regulations.
  • Inspects and tests original records to ensure transactions were properly recorded.

Skills or knowledge required:

  • Knowledge of accounting and auditing theories principles and practices.
  • Knowledge of generally accepted accounting principles (GAAP).
  • Knowledge of General Account Office (GAO) and American Institute of Certified Public Accountants (AICPA) standards for audit of governmental organizations and private businesses.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to conduct independent audits of governmental units agencies or business entities.
  • Ability to analyze accounting data and reports and make appropriate recommendations.
  • Ability to prepare clear and comprehensive reports of examinations.
  • Ability to analyze and evaluate administrative financial or operational systems and controls.
  • Ability to interpret federal and state laws rules and regulations

Minimum qualifications:

A Bachelors Degree in Accounting Business Administration or related field and two 2 years experience in accounting/auditing OR a six 6 year combination of education training and/or experience at a professional auditing or accounting level OR a 5 year combination of education training and/or experience at a professional auditing or accounting level which includes one year experience at the Auditor I level.
