Job Summary:

We are seeking a full time Medical Cannabis Establishment Specialist for the South Dakota Medical Cannabis Program. This position serves as a primary liaison between the regulatory body and medical cannabis establishments including cultivators manufacturers dispensaries and testing facilities as it relates to their certification.

Specific duties include: Develop refine and analyze policies; Provide technical guidance to all levels of the medical cannabis industry ensuring compliance and verifying procedures and processes needed for compliance; Monitor and provide recommendations to improve program organizational information technology systems and operational processes; Assist with budgetary and other data requests and pertinent reports; Provide recommendations on legislative updates; Monitor and update Medical Cannabis website; Maintain and monitors fiscal activities associated with the program; Act as a liaison and interact with multiple vendors and the Bureau of Information Technology to manage software projects and daily program operations.

This is a FullTime 40 Hour Weekly position with the Department of Health Division of Licensure & Accreditation. For more information on the Department of Health please visit .

The Ideal Candidate Will Have:
  • Bachelors Degree in public administration law public health regulatory affairs or a related field;
  • Experience in government entities or regulatory compliance preferred;
  • Possess strong leadership skills including the ability to make technical decisions and the ability to work collaboratively with departments industry and multiple stakeholders;
  • Essential skills for successful performance in this position include excellent written and verbal communication skills and attention to detail.

Knowledge of:
  • the communities and cultural groups receiving health services;
  • health resources;
  • procedures and techniques used in policy research policy and program analysis planning contract review and/or grant administration;
  • effective methods of supervision;
  • health administration;
  • state and federal laws;
  • administrative rules;
  • department procedures and references relative to public health and health care activities;

  • grant development and administration;
  • technical knowledge of assigned programs;

  • proficiency in data management reporting systems and compliance tracking tools;

  • excellent analytical problemsolving and decisionmaking skills.

Ability to:
  • assist in the planning and organization of the activities of a program;
  • analyze situations accurately and formulate and suggest effective courses of action;
  • communicate information clearly and concisely;
  • gather interpret report and use information concerning programs managing/directing;
  • interpret and follow agency rules and regulations;
  • assess program effectiveness and recommend changes;
  • train and provide guidance to staff;
  • write proposals budget requests and reports;
  • establish and maintain effective working relationships;
  • deal tactfully with others;
  • effectively balance workloads and set priorities to satisfy the expectations of the department and industry;
  • analyze situations accurately and formulate and suggest effective courses of action;
  • gather interpret report and use information concerning programs;
  • ability to express ideas effectively both orally and in writing;
  • present information to large groups of people;
  • train and provide guidance to staff/others.
