The South Dakota Department of Agriculture and Natural Resources is looking for a licensed Professional Engineer with a demonstrated interest in leadership to oversee the team responsible for regulating wastewater treatment and implementing portions of the states Surface Water Discharge permitting program (commonly known as the NPDES permitting program). This is a Team Leader position. The selected candidate will be responsible for the daytoday productivity of a team of engineers. This is an excellent opportunity for an experienced environmental engineer with an established background in NPDES permitting to mentor junior engineers and have a realworld impact on the states water resources.

The person hired for this position will oversee a team of engineers responsible for: updating individual discharge permits conducting and documenting inspections at permitted facilities and collaborating with the regulated public to protect surface water resources. The selected candidate will be responsible for: reviewing and approving plans and specs; tracking permit status team productivity and other programmatic data; conducting or overseeing inspections performed by staff; writing and reviewing inspection reports; preparing enforcement documents when necessary; staff development and other duties commonly associated with a firstlevel supervisor of a statewide water quality permitting program.

This is a working supervisor position and the selected candidate will not only be responsible for directing the daytoday activities of a team of engineers but will also be expected to roll up their sleeves and get their boots dirty performing the full range of duties of the team they oversee.

This work involves:

  • team leadership and mentorship;
  • organizing and directing staff workload;
  • providing guidance training and support to staff;
  • reviewing and approving plans and specs;
  • collaborating within the Program and throughout the Department to meet objectives;
  • writing individual discharge permits;
  • completing and reviewing inspection reports;
  • working to achieve voluntary compliance;
  • tracking team productivity and assisting with report preparation for submission to program partners;
  • providing assistance to other teams within the Water Quality Program as necessary and of course other duties as assigned.


This work is conducted predominantly in an office environment with approximately 20 to 40 being field work. Field work will be performed indoors and outside in the full range of temperature and weather conditions. Field work as well as attendance at training events and conferences will require in and outofstate travel. The selected candidate must be able to: sit stand traverse rough and uneven terrain negotiate stairs ladders and other obstacles commonly found in industrial manufacturing agricultural and construction work environments.

We offer a $2500 hiring and retention incentive. The first half of the incentive will be paid to you by your second paycheck. The remainder of the incentive is paid after you have worked with us for 15 months. Qualification for this bonus is regulated by existing rules and guidelines.

Licenses and Certifications:

To be considered for this position applicants must be a South Dakota licensed Professional Engineer or have the ability to transfer an out of state PE license within six months of start date.

The Ideal Candidate Will Have:

The ideal candidate is someone with a Bachelors degree in any engineering discipline from an ABET accredited college experience in water/wastewater and experience with a state NPDES permitting program. This person will have an interest in continuous learning the heart of a teacher and a strong desire to affect programmatic efficacy through leadership.
