Minimum Qualifications

MINIMUM QUALIFICATIONS:
Possession of a high school diploma or GED plus three years of subprofessional engineering experience.

SUBSTITUTIONS:
Six months of experience in subprofessional engineering heavy mobile equipment operation or mobile equipment maintenance will substitute for the high school diploma or GED.

College training will substitute for the required experience on the basis of thirty semester hours for one year of experience provided that six semester hours of each thirty are in one of these specialized fields: architecture cartography chemistry construction management construction technology drafting engineering engineering graphics engineering technology geography geology industrial technology landscape architecture math or physics. All specialized course work credited must be in the same specialized field. A combination of course work from different fields will not be accepted.

Fulltime training in subprofessional engineering from a trade school or technical institute will substitute for the required experience on a monthformonth basis for a maximum of one year of experience.

Completion of a two year course of study in a subprofessional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.

A baccalaureate degree in engineering engineering technology construction management or construction technology will substitute for all of the required experience.

Possession of an engineer intern certificate will substitute for all of the required experience.

NOTE:Any college hours or degree must be from an accredited college or university.

Job Concepts

Function of Work:
To perform very complex sub professional engineering tasks of a complex nature requiring intensive training & diversified experience in a specialized area; and/or to serve as lead worker over lowerlevel technicians and/or other personnel engaged in sub professional engineering work.

Level of Work:
Advanced.

Supervision Received:
Broad from an Engineering Technician 6 7 or professional engineer or higher level manager of the agency served.

Supervision Exercised:
May exercise functional supervision on a projectbyproject basis. May directly supervise one or two lower level staff.

Location of Work:
May be used by all state agencies.

Job Distinctions:
Differs from Engineering Technician 4 by the performance of more complex highly specialized duties and/or the presence of lead worker responsibilities or by the presence of direct line supervision over one or two staff members under certain circumstances as defined in the applicable Allocation Criteria memo.

Differs from Engineering Technician DCL by the lack of responsibility for serving as a technical expert/specialist in a specific field of technical engineering.

Differs from Engineering Technician 6 or 7 by the absence of full time supervisory responsibilities over several staff members.

Examples of Work

This position serves as a technician for statewide contract initiation and partial estimate payments of construction projects. Daily operations are performed independently and in close coordination with the partial estimate group. This employee must be proficient commensurate with experience in HQ construction partial estimate processes this position is responsible to perform these processes for complex partial estimate payment processes in coordination with the group supervisor and section administration and independently perform these processes for standard partial estimate payment processes commensurate with their experience.

This position serves as the partial estimate payment lead and assists lower level technicians as needed. Additionally this position coordinates with field personnel (internal consultant LPA etc) external construction contractors project managers OTS the HQ financial services budget and planning sections and other departmental sections on a daily basis. This position must be able to perform complex financial accounting and documentation including clear verbal and written communication. This position must be able to effectively operate depaitmental software including SireManager Headlight LA GOV FileNet and Microsoft Office particularly Word Excel and Access.


45 Partial estimate payments

Process payments in the LAGOV system ensuring appropriate LAGOV fund/fund source/gl account are expended in funding allocations assigned to the project. Create payment documents from SiteManager to interface with LA GOV system. Coordinate payments with financial services section. Troubleshoot issues with partial estimate payments as needed coordinating with group supervisor and section administration as needed. Coordinate with PMs budget section planning section. OTS LPA personnel field perso1mel (internal external and contractors) and others as needed. Assist in initial audit and approval of pa11ial estimate payments as needed. Assist in setting up or modifying LAGOV purchase orders as needed. Work through complex or dynamic funding and assist lower level technicians in payment of partial estimates as needed.

40 Contract Initiation

Ensure that all construction contracts are loaded into SiteManager accurately with the correct retainage vendor address approval levels stipulated damages base prices for fuel and asphalt as per the contract dates and current price indices and dates including work order NTP and other critical dates. Add contract funding and prioritization in SiteManager coordinating with PM and planning as needed. Ensure that all contracts are loaded within 5 days of receipt of signed agreement and work order. Verify the project engineers and pertinent personnel have access to each project. Enter information into SiteManager for district let construction/maintenance projects as needed. Assist vendors related to registration at the start of projects as needed. Create files for all new contracts and agreements.

5 Process and return the US census bureau forms to the US department of commerce.

5 Process contract status inquiry and return to appropriate surety.

5 Miscellaneous

Perform other duties as necessary including emergency disaster support for the department HQ construction and particularly unit 40/004.
