As a Licensing Board Manager your primary role is to oversee the operations and regulatory functions of multiple licensing boards and programs withinOPOR. The licensing boards and programs may include physical and behavioral health care practitioners and various other trades and occupations. In addition to programspecific responsibilities the position serves as a member of the OPOR senior management team serving as legislative rulemaking and financial advisors to the Director of OPOR. Work is performed under limited supervision by the Director. The position is primarily officebased with supervisory responsibilities for support staff and investigators. Limited hybrid may be considered depending on the candidate and operation needs of OPOR. The position reports to the Director of OPOR and works collaboratively with other board managers.

Primary responsibilities include:

  • Manage Programs & Staff:Direct management and oversight of state professional regulatory boards and programs. Supervise direct assign review work of professional licensing staff investigators and support staff. Develop operational procedures and set program goals and objectives within regulatory and statutory guidelines.
  • Board Liaison:Represent the assigned boards and programs on behalf of OPOR to the Legislature the Department of Professional and Financial Regulation and other state agencies as well as at professional associations and other public meetings.
  • Case Analysis: evaluate and analyze complex cases and interpret statute and administrative rules.
  • Coordinate Complaints: Review complaint cases oversee the investigation and identify relevant issues and coordinate hearings.
  • Manage Communication:Communicate effectively with staff board members licensees stakeholders service providers attorneys and the public maintaining professionalism in all interactions.
  • Collaboration:Work with boards and staff to establish and implement agency policies to ensure efficiency and effectiveness of board functions.
  • Financial Management:Coordinate and oversee work programs for each assigned board and identify the collection of fees necessary to maintain operations.
  • Policy: Research and recommend policies rules and legislation in coordination with the Director and Commissioners legislative liaison.
  • APA Rulemaking: Responsibility for APA Rulemaking on behalf of assigned boards and programs in conjunction with Director OPOR attorney and assigned Assistant Attorney General.

Minimum qualifications:

ABachelorsdegree in Business Administration Public Administration or a related field and four 4 years of experience in administration including budgetary and personnel experience may be substituted for education on a yearforyear basis.

Preference will be given to those applicants:

  • Highly developed written and oral communication skills.
  • Experience in administrative legal or adjudicatory practice including complaint resolution processes.
  • Experience with APA rulemaking and APA adjudicatory hearing process.
  • Experience managing competing priorities in a professional and efficient manner.
  • Experience in the legislative process including researching and drafting proposed changes.
  • Experience with adapting to a fast paced work environment involving daily changes in priorities.
