About this Unit:

The Behavioral Health Administration (BHA) is a permanent entity responsible for leading and promoting the states behavioral health priorities including efforts across agencies creating shared goals improving collaboration and driving accountability and transparency. BHA provides oversight and coordinates service standards across the hundreds of behavioral health programs that currently exist under multiple state agencies and the Judicial Branch. BHA works to ensure the recommendations that resulted from the work of the Behavioral Health Task Force (BHTF) and multiple ancillary projects evolving out of the work of the BHTF are honored and implemented to ensure and meet our vision of having a comprehensive equitable effective continuum of behavioral health services that meets the needs of all Coloradans. BHA is responsible for policy development service provision and coordination program monitoring and evaluation and administrative oversight of the public behavioral health system. BHA funds supports and monitors numerous mental health and substance abuse community programs and providers and reviews and designates the States 2765 providers and licenses substance use disorder service providers. BHA executes the States federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority to administer federal mental health and substance abuse block grant funds.

In 202122 the Colorado Legislature created a new suicide prevention 988 hotline and crisis response services with a new business enterprise structure that the Behavioral Health Administration supports with its finance and contract functional areas. The bill requires the Department to implement the 988 crisis hotline enterprise. The enterprise is and operates as a governmentowned business within the Department of Human Services for the business purpose of imposing cell phone charges and utilizing the charges revenue to fund the 988 crisis hotline and provide crisis outreach stabilization and acute care to individuals calling the 988 crisis hotline.

About this Position:
Duties:
Program Management
  • Programmatic oversight and responsibility for all subcontracts developed under the Cooperative Agreement of the 988 Hotline Services totaling approximately $4 million per year
  • Oversee all contact center services provided by the 988 Lifeline contact center including 988 Colorado Mental Health Line community training grief support services and suicide awareness. Ensures services meet community needs and agency/services are strategically positioned for growth and service delivery. Continuously assesses the services in context with the needs of the community. Makes recommendations to the 988 Crisis Hotline Enterprise Board of Directors toward improving current services and establishing new initiatives.
  • Provide direction for training on Crisis and Suicide prevention to 988 staff
  • Serve as a resource to the media regarding suicide and suicide prevention.
  • Provide oversight to the contracts between the 988 Crisis Hotline Enterprise and service providers
  • Submit information about the usage of the 988 Colorado Mental Health Line and services provided to the Federal Substance and Mental Health Services Administration and information about the expenditures of the 988 crisis hotline cash fund to the Federal Communication Commission.
  • Report progress on the implementation of the 988 Colorado Mental Health Line including the usage of the 988 hotline the services provided and the deposits and expenditures from the 988 crisis hotline cash fund as part of its State Measurement for Accountable Responsive and Transparent (SMART) Government Act required by statute.
  • Develop collaborative working relationships with Colorados 988 Lifeline contact center behavioral health administrative service organizations and Public Services Answering Points (PSAPs) to promote awareness and interoperability of 988 crisis services and emergency response.
  • Represent and present 988 matters to external stakeholders including the media legislature governors office and other stakeholders
  • Lead negotiations for 988 contracts/activities with a comprehensive understanding of programmatic financial legislative and other applicable requirements.
  • Work closely with the 988 board to assess and address issues affecting 988 programmatic activities.
  • Interface and collaborate with executive leaders of various state agencies including but not limited to BHA OSP and HCPF
  • Oversee monitor and provide executivelevel analysis of the 988 cashfund revenue and spending.
Grant/Contract Management
SAMHSA Grant Management: This position has the responsibility for the implementation of the 988 State and Territory Improvement Cooperative Agreement issued by the U/S Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA). Provide oversight of employees conducting the following:
  • Responsible for prompt submission of all SAMHSA deliverables and reports
  • Implementation of Cooperative agreement issued by the U.S. Department of Health and Human Services Substance Abuse and Mental Health Services Administration
  • Programmatic oversight and responsibility for all subcontracts developed under this Cooperative Agreement totaling approximately $4 million per year
  • Oversee all grant activities develop and oversee scopes of work for vendors direct project activities coordinate work between vendors submit grant deliverables and maintain compliance in all grantfunded activities
  • Works with BHA Fiscal/Contract staff to ensure contractual and administrative elements are properly implemented and monitored including the 988 Lifeline and the BHA Colorado Crisis Line contracts as well as additional contracts entered into by the 988 Board related to data monitoring marketing etc.
  • Interacts closely with agency leadership to facilitate agencywide cooperation coordination and communication.
  • Oversees the financial management of 988 contracts
  • Responsible for the promotion and marketing of the 988 Colorado Mental Health Line
Supervision and Team Management
This position supervises a growing team to support the 988 enterprise board:
  • Directly supervise 988 funded BHA FTEs including but not limited to the 988 Enterprise & Crisis Line Program Manager 988 Contracts Administrator 988 Marketing and Outreach Specialist 988 Contract Monitor and the 988 Program Assistant.
  • Directly supervise 2 SAMHSAfunded BHA FTEs including the 988 SAMHSA Project Director and 988 SAMHSA 988/911 Project Coordinator.
  • Supervisor duties include timekeeping and leave requests for all subordinates as well as performance management both informal in regular supervision meetings and formal through the creation and review of the State of Colorado Performance Management Plan.
  • Oversees daily operations of the 988 team providing direction for program strategies and efficiencies compliance and quality assurance.
  • Oversees staff management including hiring training scheduling supervising and evaluation of employee performance. When required institute disciplinary action and recommend termination to the administration.
  • Provides support and guidance to staff. Foster a positive working relationship with the staff and BHA.
  • Ensures staff communication is open and consistent.
  • Oversees staff adherence to policies and procedures and that competencies are maintained and exceeded.
  • Ensures that processes are in place along with support as needed for debriefing and supporting staff.
Other duties as assigned.

Nine 9 years of relevant experience in an occupation related to the work assigned to
this position

OR

Education and Experience:
A combination of related education and/or relevant experience in an occupation
related to the work assigned equal to nine 9 years

Preferred Qualifications:
  • 5 8 years of administrative supervisory experience

  • 5 years of experience providing behavioral health services

  • This position has prior supervision experience including performance management of subordinates and as experience with matrixed government.

  • Prior experience managing a government unit or government division

  • Demonstrated experience with handling crisis and suicide situations

  • Knowledge of suicide research Program development data and performance management experience

  • Passion for the mission and philosophy of the Helpline Center

  • Ability to build strong teams to meet performance goals

  • Excellent oral and written communication skills

Conditions of Employment:
  • This position travels throughout Colorado to meet with community members/partners.
