DEFINITION
A Community Service Officer III is a nonsworn classification which may be assigned to any division within the Police Department to assist officers by performing nonsworn law enforcement duties.

DISTINGUISHING CHARACTERISTICS
Community Service Officer III is distinguished from Police Officer in that the former is a nonsworn classification which assists sworn personnel by performing nonsworn law enforcement duties while the latter routinely responds to hazardous police emergency calls. Further the Community Service Officer is distinguished from the Police Officer in that the former does not obtain sworn peace officer status. Incumbents of this class have successfully completed a formal comprehensive training program in a Peace Officer Standards and Training (POST) certified Police Academy or a Community Service Officer Academy administered by the Sacramento Police Department to prepare for performing nonsworn duties in support of police operations.

The Community Service Officer III class is distinguished from Community Service Officer II (LimitedTerm) in that the former is a career classification and the latter is a noncareer traininglevel classification.

SUPERVISION RECEIVED AND EXERCISED
Immediate supervision is provided by higher level sworn or civilian personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform related duties as required.

  • Provide support in patrol investigations records property and other divisions within the police department.
  • Assist police officers in routine investigations.
  • Respond to and investigate noninjury traffic collisions.
  • Prepare routine burglary stolen car casualty and missing person reports.
  • Process collect and document property crime scenes for latent finge0 prints.
  • Collect and document evidence from crime scenes.
  • Perform traffic control nonviolent crowd control and administer first aid as necessary.
  • Respond to and process found property calls.
  • Transport victims witnesses and equipment.
  • Refer violations and complaints by citizens to proper authorities and departments.
  • Perform as recorder/communicator at crime scenes and command posts.
  • Contact schools regarding Police Department activities.
  • Perform ancillary police duties.
  • Carry less lethal personal protection such as oleoresin capsicum OC.
  • Locate investigate and interview victims witnesses and noncustodial suspects.
  • Record analyze and evaluate statements made by victims witnesses and noncustodial suspects.
  • Assist in conducting surveys and studies by compiling tabulating and reporting data.
  • Testify in court or at hearings regarding case records and investigative activities.
  • Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.

QUALIFICATIONS

Ability to:

  • Acquire through training knowledge of contemporary and approved principles practices and procedures of police work state laws City ordinances and firstaid.
  • Acquire through training knowledge of the geography and demographics of the City and common law enforcement problems.
  • Write clearly accurately concisely and legibly using correct English grammar punctuation and spelling.
  • Understand and carry out oral and written instructions.
  • Observe assimilate remember and record pertinent facts and details.
  • Read maps and mapped information.
  • Apply selected knowledge (i.e. laws statutes court decisions department policies criminal investigation theories etc. in collecting organizing and analyzing a variety of information to decide on an appropriate and reasonable course of action.
  • Analyze problems and rationally take effective action in emergency and stressful situations.
  • Plan and effectively present material orally to diverse groups.
  • Establish and maintain cooperative working relationships with coworkers sworn personnel other City employees community and neighborhood organizations and the public.
  • Learn and support community organization and mobilization efforts which facilitate achievement of the departments mission goals and objectives.
  • Interact courteously but firmly with the general public.
  • Operate a police radio mobile data computer and office computer equipment.
  • Develop skill in the use of a less lethal personal protection such as oleoresin capsicum OC.
Knowledge of:
  • General law enforcement issues in the Sacramento Community.
  • Problems needs concerns and attitudes of Sacramento residents.
  • Basic operations and functions of the Sacramento Police Department.
  • English usage grammar vocabulary and spelling.
  • General principles and practices commonly used to establish effective Police community relations.

EXPERIENCE AND EDUCATION
Education:
High school diploma or G.E.D

Experience:
Successful completion of a POST Certified Police Academy or Community Service Officer Academy administered by the City of Sacramento.

OR

Two years of experience in assisting sworn personnel in performing nonsworn municipal law enforcement duties.

PROOF OF CERTIFICATION

Should certification and/or license be used to qualify for this position then proof of said certification and/or license should be submitted with your application and will be required at the time of appointment.


SPECIAL QUALIFICATIONS
Age:
Must be at least 18 years of age at the date of appointment.

Felony Convictions:
Free of felony convictions under California Government Code Section 1029.

Background:
Must pass a background investigation which includes a criminal history check for jobrelated convictions fingerprinting polygraph test credit check and drug use history.

Medical/Drug Test/Psychological:
Must pass a medical examination drug test and psychological test.

Driver License:
Possession of a valid California Class C Driver License at the time of appointment. Loss of the license is cause for discipline.

Respiratory Protective Equipment:
Work in this class requires wearing respiratory protective equipment at times. When assigned to such work facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment.

PROBATIONARY PERIOD
Employees must complete twelve 12 months of probation at a satisfactory performance level prior to gaining permanent status.

PHYSICAL DEMANDS AND WORK ENVIRONMENT
The conditions herein are typically required of an incumbent to successfully perform the essential functions of the job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job functions.

Physical Requirements:
The position requires sitting standing walking running reaching twisting turning kneeling bending squatting and crouching in the performance of daily activities. The position also requires grasping repetitive hand movement and fine coordination in the preparation of reports and using a computer keyboard; hearing and speaking are required for interacting with the public and others and to hear sirens. Additionally the position requires depth perception near far night peripheral and color vision in viewing crime scenes or evidence. May be required to walk on uneven and slippery surfaces. Must be able to lift and carry up to 50 pounds.

Environmental Conditions:
Incumbents work outdoors in all weather conditions around loud siren noise moving vehicles and around animals; exposed to controlled temperature conditions in an office environment and unpredictable work conditions including but not limited to physical threats verbal abuse and stressful situations when in the field. This position may require working around chemicals blood and other potential toxic exposures.

2. Training and Experience Test:(Weighted 100 The questions located at the end of the application are the Training and Experience (T&E) Exam. Responses to the T&E questions will be rated and scored. This exam will evaluate the relevance level and progression of a candidates education training and experience. The exam score will determine your ranking on the eligible list for this job. When completing the T&E questions please note:

3. Eligibility:Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the oneyear list. Candidates eligibility expires one year from the date of notification of a passing score for the Community Service Officer III examination.

4. Screening Committee:(Pass/Fail) All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications as stated on the job announcement for applications selected by the hiring department.
