Position Specific Summary

The Lead Systems Analyst position at the City of Tucsons Information Technology Department (ITD) is responsible for driving the design development and implementation of system solutions to address complex business challenges while managing project and program objectives. This role provides mentorship to junior analysts oversees product integration and data management and ensures system integrity. This position collaborates with stakeholders to align technology initiatives with organizational goals and optimize business processes.

Work is performed under the supervision of the Information Technology Manager. This position leads and instructs the daily operational work of system support personnel.

Duties and Responsibilities

  • Conducts code reviews and offers constructive feedback to improve the quality and efficiency of the teams work. Collaborates with department managers to develop and implement strategic plans for system integration and optimization. Identifies opportunities for process improvement within the systems analysis function and leads initiatives to enhance efficiency productivity and quality. Monitors and optimizes application performance including system integrations using tools and best practices.

  • Analyzes business processes breaking down complex needs into detailed system requirements. Conducts thorough investigations to identify the root causes of system issues and implements corrective actions to address underlying problems. Assesses the impact of proposed changes on existing systems and related processes. Implements monitoring tools and procedures to track application system and integrations performance. Optimizes system configurations and processes for efficiency.

  • Designs and architects integration solutions based on business requirements. Develops requirements for system integrations and other programmatic solutions required. Evaluates and selects the appropriate tools and technologies for the specific need that aligns with organization standards. Develops implements and maintains integration solutions including custom connectors and middleware for data exchange.

  • Serve as the primary contact for business partners and vendors. Maintains relationships with external vendors internal partners and service providers including contract negotiations and performance evaluations. Takes part in contract negotiations vendor performance evaluations and adherence to service level agreements.

  • Provides training mentorship and guidance on project management time management and prioritization of tasks to junior analysts. Collaborates with the team on building skills and performance overall. Audits work of staff and provides and documents feedback. Assists with assigning task and tracking performance.

  • Conducts unit testing to ensure correctness of individual components integration testing to validate endtoend system functionality and regression testing to confirm proposed changes dont result in unintended impacts for areas that should remain unchanged. Identifies and troubleshoots issues during the testing phases.

  • Creates and maintains comprehensive documentation for application architecture configurations integrations workflows and security measures including knowledge base with solutions to common issues for reference. Conducts research on industry trends emerging technologies and best practices incorporating them into departmental strategies. Assists with special projects as needed.

  • Performs all other duties and tasks as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelors degree
Experience: Five 5 directly related experience

*Any combination of relevant education and experience may be substituted on a yearforyear basis.

Preferred Qualifications
Experience as a Systems Analyst or in a related role.

Handson experience working with diverse technologies databases and integration solutions.

Experience with advanced web development technologies and frameworks.

Leadership experience in guiding and mentoring technical teams.

Experience driving strategic initiatives and collaborating with stakeholders to meet business goals.
