NDDOT Hiring Salary: $6141 / month

This position is eligible for telework from Bismarck North Dakota with inperson work duties and meetings required.

Summary of Work
At the North Dakota Department of Transportation (NDDOT) we owe our success to our Team and processes. As a Realty Officer III in our Environmental & Transportation Services Division you will perform work associated with an administrative function requiring research analysis reporting and/or ongoing coordination among staff positions ensuring right of way and real property is acquired to meet project completion deadlines for highway improvement projects.

Additionally conduct Right of Way duties so that on or before the Bid Ready date each project has all acquisitions and other needs (e.g. Borrow Wetland Mitigation) acquired. This meets the purpose and function of the work unit of 1 compliance with Federal law; 2 full access to land necessary to construct each project; 3 notification to Landowners City & County entities general public and Contractors about the project specifics. Primary duties associated with this position are as follows:

Offer technical support to consultants to help them understand the NDDOT Right of Way Process and proof read consultant documents to insure they meet NDDOT requirements.

Attend field reviews public input meetings and council meetings as needed.
Review plats and plans to assess Right of Way (ROW) needs and potential issues.
Coordinate with federal agencies and ensure compliance with the Uniform Act.
Assist with ROW processes including title verification valuations and negotiations.
Track and monitor ROW acquisition progress to meet project deadlines.
Negotiate acquire and provide oversight in the acquisition of right of way needed for highway projects.:

Manage Right of Way (ROW) projects providing oversight for inhouse and consultantled projects.
Attend meetings including field reviews public input sessions and council presentations.
Review plats plans and valuations to assess ROW needs and compliance with regulations.
Coordinate with federal agencies landowners and appraisers to facilitate negotiations and acquisitions.
Track and monitor ROW progress using spreadsheets and aerial maps to meet project deadlines.
Other Duties

Address negotiation issues with supervisor and/or upper management get approval for administrative settlements assist with valuations and verify titles.
Propose prepare review and/or draft administrative settlements to continue negotiations and prepare files for eminent domain condemnation when negotiations reach an impasse.
Additional training and work duties that increase project knowledge report results and/or increase efficiency and professionalism during negotiations and ROW acquisitions.
Minimum Qualifications
An associate degree in real estate economics finance business administration or other related field and
Two years of fulltime work experience with negotiations acquisitions and valuations.
Or four years of work experience in real estate economics finance business administration or another field that provided the knowledge and skill required to perform the assigned duties.
Requires a class D drivers license for travel to meetings and project locations.
Excellent communication skills speaking and writing attention to detail and ability to multitask and prioritize workload.
Preferred qualifications:

Knowledge of practices principles standards and guidelines as related to highway right of way title work appraisal real property acquisition eminent domain and associated regulations.
Requires satisfactory completion of the interview process and a verifiable record of satisfactory performance in previous employment.
