Job Summary:


We are seeking an experienced Contracts and Compliance Manager to oversee the full lifecycle of government contracts ensuring compliance with all applicable laws regulations and internal policies. The ideal candidate will have experience working with both resellers and service integrator companies for the federal government. This role involves managing contract negotiations ensuring regulatory adherence conducting audits and risk assessments and implementing policies to maintain contractual and legal compliance.


DUTIES AND RESPONSIBILITIES:

Essential Duties:


Contract Administration:

  • Manage the entire contract lifecycle from proposal to and closeout ensuring compliance with FAR DFARS ITAR and other applicable regulations.
  • Serve as the main point of contact for contract administration and compliance matters liaising with government agencies resellers and service integrators.
  • Draft review and negotiate contracts grants subcontracts and cooperative agreements to ensure terms align with company policies and regulatory requirements.
  • Maintain organized records of contract correspondence modifications deliverables and reporting obligations.
  • Monitor contract performance enforce compliance with all reporting requirements and identify and mitigate contractual risks.

Compliance and Risk Management:

  • Develop implement and maintain company compliance programs ensuring alignment with federal regulations and industry best practices.
  • Conduct internal audits and risk assessments to ensure adherence to legal and regulatory standards taking corrective action as necessary.
  • Monitor regulatory changes and advise senior management on necessary operational adjustments.
  • Provide guidance on compliance with U.S. government regulations including FFL FAR DFARS ITAR and other applicable requirements.
  • Ensure subawardees and contractors comply with the terms and conditions of awarding instruments.

Policy Development and Training:

  • Develop and maintain policies processes and procedures for contract administration procurement and compliance management.
  • Train internal stakeholders on contract compliance regulatory updates and best practices for maintaining adherence to federal requirements.
  • Lead efforts to create an organizationwide compliance awareness program including topics such as whistleblower protection fraud prevention and risk mitigation.

Business Development and Cost Management:

  • Support financial proposal reviews and cost/pricing strategies for new and existing contracts.
  • Lead negotiations on financial and contractual terms pre and postaward.
  • Assist in reviewing solicitations and identifying contractual or compliance risks to be addressed.


Other Duties:

Performs other duties as assigned.


Requirements

Required Skills:

  • Indepth knowledge of U.S. federal regulations including FAR DFARS ITAR and other relevant compliance frameworks and the government contracting process.
  • Proven track record of leading successful capture efforts and winning large government contracts.
  • Experience working with resellers and service integrators within the federal sector.
  • Strong ability to develop and implement compliance policies and procedures.
  • Experience conducting internal investigations and audits related to contract compliance.
  • Excellent negotiation skills and ability to manage complex contract terms and conditions.
  • Strong leadership and team management skills with the ability to inspire and motivate teams to achieve goals.
  • Excellent strategic thinking and analytical skills with the ability to identify opportunities and risks.
  • Superior communication and interpersonal skills with the ability to build relationships at all levels of the organization and with external stakeholders.
  • Proficiency in proposal management software and tools.
  • High level of integrity and ethical standards.
  • Must be legally authorized to work in the United States without the need for employer sponsorship now or at any time in the future.

Education and Experience:

  • Bachelors degree in Business Administration Marketing or a related field preferred.
  • Minimum of 6 years or more of experience in contracts and compliance management preferably within federal government contracting.

Physical Demands:

Sitting: The Contracts and Compliance Manager will spend a significant portion of the day seated at a desk attending meetings and working on a computer.

Standing; Occasional standing is required during presentations meetings and site visits.

Travel: The Contracts and Compliance Manager may be required to travel up to 15 of the time to meet with clients government officials and other stakeholders.

Mobility: The role may involve moving between different locations within the office or visiting operational sites which may require walking or standing for extended periods.
