Main Purpose of Job
Servesas a Lead Complaints Investigation Monitor reporting to the Chief of FamilySupport and Dispute Resolution. This position works independently of theSupervisor of Special Education Complaints Investigation and serves to monitorSpecial Education Corrective Actions resulting from violations of state andfederal regulations pertaining to students with disabilities in accordance withthe Individuals with Disabilities Education Act (IDEA). The individual in thisposition will work closely with Complaint Investigators local school systemsand parents of children with disabilities to ensure that corrective actions arecompleted and the correction is maintained at the school and local schoolsystem level as appropriate. This work willinclude ongoing monitoring and active communication with the local educationagencies and families after cases are closed to ensure that systemic and/orschool based changes are maintained. This work will include reviewing andassisting with the implementation of professional development and reviewinginternal monitoring reports. This position will also work closely with MSDEComplaint Investigators to determine appropriate corrective actions forspecific violations.
POSITION DUTIES
Leads the complaintinvestigation monitoring of dispute determinations investigationsresolutions and monitors the completion of the corrective actions required tohave been implemented over time for sustained improvement.
- Ensures corrective actions required by complaint investigations are completed as required.
- Monitors the continued implementation of the corrective actions at a studentbased schoolbased or systembased level.
- Confirms the results of internal monitoring reports.
- Reviews local education data at a school and systembased level to assess the impact of any school or systemwide corrective actions.
- Works with local education agencies and other MSDE offices to revise corrective actions to achieve the desired impact and comply with state and federal regulations.
- Assists local education agencies with the development and implementation of professional development relating to corrective actions.
- Provides technical assistance to public agencies and families regarding corrective actions and matters relating to the IDEA.
- Provides technical assistance to Department staff on matters relating to corrective actions and the IDEA.
- Collaborates with other Division Branches to ensure consistent messaging of policies and case decisions.
- Maintains database and log system of complaints and supporting documents.
- Analyzes data and prepares reports reflecting complaints compliance actions resolution and followup.
- Provides support for Department activities compliance reviews and followup activities.
MINIMUM QUALIFICATIONS
Education:AJuris DoctorateMasters degree or the equivalent of 36credit hours ofpostbaccalaureate coursework in equivalent 36postbaccalaureate credit hours of course work in Education Special Educationor a related field.
Experience:Five years of administrative or teaching (schoolbased ordistrictbased) experience in oraffiliated with special educationprograms complaint investigation due process compliance student advocacyand/ or the provision of special education services to students withdisabilities.

- Candidates may substitute a Bachelors Degree with 6 years of the specified content experience to satisfy the Minimum Qualifications noted above.
- Candidates may substitute the possession of a Doctorate from an accredited college or university in a field related to the position option for one year of the requiredexperience.
- The required field of education and experience is unique foreach option and is established by MSDE in accordance withEducation Article Section 2104 of the Annotated Code ofMaryland. The specific education and experiencequalifications for each position are on record in the Human Resource Management Branch of the Division of BusinessServices.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialtycodes in the Education field of work on a yearforyear basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One year of professional experience in evaluation compliancemonitoring or related experience within or affiliated with an organizationserving schoolaged children with disabilities.
