Inspects residential real property and records technicaldetails of property to update and maintain departmental property recordsfollowing established guidelines as defined in the Maryland AssessmentsProcedures Manual.
Prepares and conducts appeal hearings at the SupervisorProperty Tax Assessment Appeals Board and the Maryland Tax Court levels todefend the Departments estimate of value following procedures described in theMaryland Assessment Procedures Manual.
Records technical data into the Assessment Administrator& Valuation System (AAVS) to maintain and update departmental propertyrecords in accordance with Departmental procedures.
Analyzes existing market data and applies standardappraisal techniques to determine the value of land or buildings in accordancewith the Annotated Code of Maryland Tax Property Article and the MarylandAssessments Procedures Manual.
Interviews property owners by telephone and in person togather and verify assessment related information following establishedprocedures.
Inspect new residential construction and records technicaldetails of property for the purpose of adding new improvements to theassessment rolls following established procedures.
Determines current and base full cash values forresidential new construction following established procedures using the AAVSand other property valuation tools.
Provides assessment related information to the generalpublic to explain assessment valuation techniques departmental and localoffice policies and legal mandates regarding property valuation.
Performs other duties as assigned.
Experience:Four years of appraisal experience involving the valuation of real property.
Note:Candidates may substitute the possession of a Bachelors degree from an accredited college or university for the required experience.
1. Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
2. Upon appointment to positions employees in this classificationthat possess a real estate broker or sales license or a license to sell insurance will be required to put the license in an Inactive status.
3. Employees in this classification are prohibited from participating in any outside activity including private appraisals which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.
