POSITION OVERVIEW
Oversee programmatic operations of one of three Emergency Shelters: Lilac Meadows 39 families or about 140 individuals adults and kids daily) the Gresham Womens Shelter (GWS) for 90 people) who may selfidentify as women transwomen nonbinary gender queer/fluid (during COVID) and The Chestnut Tree Inn (temporary shelter created in response to covid19 pandemic) with the same population as GWS but with underlying health conditions and/or aged 55 60 people). Design implement and maintain programming for the shelter participants in coordination with the Shelter Manager. Help schedule a 24/7 staffing model manage administrative tasks provide thorough onboarding training to shelter staff logistical support and facility maintenance. Work closely with Emergency Services Director Shelter Managers and Chief Program Officer to assess and evaluate capacity efficacy and impact. Help identify trends opportunities and challenges to Emergency Services at Our Just Future. Track annual budget and spending. Work with funders to advocate for the needs of the shelter.
The Assistant Shelter Manager will help set the tone and expectations for an equitable and safe environment. Our Just Future expects that all staff treat participants and other staff members in a traumainformed manner. Collaboration empowerment safety choice trustworthiness and transparency are vital to operations. The Assistant Shelter Manager will work to ensure that the shelter operates with those core agency beliefs.
DUTIES & RESPONSIBILITIES
Essential:
- Ensure that the shelter is safe and welcoming to a broad diversity of people experiencing homelessness including people of all races nationalities languages ages abilities sexual orientations and gender identities.
- Maintain inventory of needed shelter supplies. Place order for shelter supplies in coordination with shelter manager weekly or monthly in accordance to the agencys and contract finance policies.
- In coordination with the Volunteer Food & Donations Coordinator solicit food blankets bedding and other needed items from the wider community businesses faith based and civic organizations for those utilizing the space.
- Supervise recruit orient train and schedule staff and volunteers. Provide coaching ongoing training opportunities accountability and proper documentation. Holding discussions in the form of a reprimand upto termination for 57 Engagement Specialists.
- Be knowledgeable on the Shelter Operations and Training Handbook and work to update policies and procedures with equity and best practices in mind.
- Assist in scheduling oncall staff up to 29 hours a week in open shifts. Ensuring that all staff are sent the weekly work schedule as well as updates if changes are made. Update staff contact list regularly.
- Manage positive and healthy working relationships on a team with up to 20 shelter staff through team building and facilitated trainings.
- Facilitate weekly House Meetings with participants to better communication and clearly set expectations for shelter community. Weather permitting.
- Collaborate with the Shelter Housing Team to touch base with each household in obtaining information about programs and agencies that may be able to help them access housing or other services.
- Assist with media events if requested by Our Just Future Executive Director or Comms and Fundraising Department to raise awareness about the issue of homelessness and the work Our Just Future is doing to end it.
- Refer participants to other services provided by Our Just Future as appropriate including but not limited to Rent Well classes educational groups housing and employment support services.
- Maintain accurate complete uptodate documentation of service activities using Our Just Futures procedures forms and data reporting systems. Oversee data entry into ServicePoint and ETO. Submit paperwork in a timely manner. Work with QA&A Department to ensure all data requirements are met.
- Participate in and sometimes lead bimonthly department staff meetings and all staff meetings.
- Take on Oncall manager responsibilities in accordance to protocol for 1 week during rotation period.
- Other duties as assigned.
Secondary
- Ensure food prevision and a menu of options for at least 1 meal per day in coordination with the V&D team and Kitchen Associates.
- Delegate and ensure all daily tasks are completed shelter supplies are tidy and organized.
- Ensure that Incident Reports are accurately completed Warnings are given to participants and Exclusions are appropriately discussed and documented.
- Contact facilities maintenance promptly and as needed.
- Participate in external community meetings as appropriate including but not limited to shelter and interagency housing meetings.
- Participate in agency communications and shelter department staff meetings and trainings.
- Other duties as assigned.
QUALIFICATIONS
The successful candidate must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge and abilities required.
Knowledge of:
- Recruitment supervision and retention of qualified staff
- BOLI and state employment laws (hiring termination supervision wage laws PTO etc)
- Community resources and agencies providing social services needed by the homeless population
- Facilities maintenance and issues specific to harboring and feeding large groups
- Effective inkind donation solicitation techniques and awareness of local community resources for the type of donations needed at emergency shelters.
- Social racial and economic issues creating poverty and homelessness.
- Trauma Informed Care and personcentered approach in the context of social service delivery.
- Racial equity work.
- LGBTQAI community and how to explain gender pronouns create a safe environment for trans gender fluid or nonbinary participants.
- Effective customer service.
- FDA and OSHA standards; food safety
Ability to:
- Represent Our Just Future positively accurately and effectively in the community in writing in person and on the phone. Flexibility is key as volunteers and donations do not always come through as planned and the ability to jump in and problem solve on the fly is regularly needed!
- Help plan and coordinate distribution of food and any needed supplies including solicitations in writing in person by phone and electronically.
- Apply the principles of Trauma Informed Care to interactions with volunteers staff participants and donors.
- Develop and maintain productive and cooperative working relationships within Our Just Future and with public and private agencies the general public and shelter residents.
- Plan and coordinate delivery of emergency services across multiple facilities
- Empower and support low income persons experiencing homelessness in life choices and change
- Work cooperatively with all staff across departments
- Provide effective and competent supervision to designated staff as an individual and management team
- Understand and follow complex written and oral instructions rules and procedures
- Be culturally sensitive to diverse populations.
- Maintain strict confidentiality and professional boundaries with all program participants.
- Understand and follow complex written and oral instructions rules and procedures including working in a temporarily virtual environment with interactive online meetings.
- Work independently while contributing to and working cooperatively with a team.
- Multitask and function well in a fastpaced environment.
- Secure and maintain reliable transportation and auto insurance at 100/300/100 and complete agency drivers training.

EDUCATION and/or EXPERIENCE
- At least two years experience in a social service or resource development capacity.
- Minimum of two years experience with crisis intervention community networking and/or resource development.
- Social services management experience required.
- Bilingual preferred but not required.
- General computer word processing and spreadsheet skills.
- At least two years supervising staff or volunteers.
TRANSPORTATION
To perform the job effectively and efficiently the successful applicant needs a reliable automobile that can be used to transport some donated items a current Drivers License and current automobile insurance carrying 100/300 limits of liability.
