We are seeking passionate individuals for the roleof Director of Human Resources IIIso come join our team and make a meaningful impact by shaping the workforcethat serves youth and the community at DJS!
The Director of Human ResourcesIII role oversees six key HR areas: Recruitment Employment ServicesEmployee Relations Labor Relations Health Benefits and HRIS. The Director isresponsible for strategic workforce planning compliance with state and federalregulations and fostering a positive work environment for over 2400employees. They serve as a key advisor to executive leadership and act as theprimary liaison with state agencies unions and workforce initiatives.
Some key responsibilities mayinclude but are not limited to the following:
- Overseeing HR Operations: Lead recruitment selection and hiring for permanent and contractual employees including job analysis advertising application review testing and candidate selection.
- Managing Compensation & Classification: Administer pay plans reclassification requests salary surveys and special pay provisions while ensuring compliance with DBM guidelines.
- Providing HR Guidance & Training: Advise leadership and employees on employment policies performance management grievances ethics and disciplinary actions.
- Overseeing Labor Relations & Collective Bargaining: Serve as the primary contact for union relations MOUs and labor negotiations; represent DJS at Labor Management Committees (LMCs).
- Developing & Evaluating HR Policies: Ensure efficiency compliance and alignment with best practices in human resources and juvenile services.
- Leading Emergency & COOP Planning: Develop and maintain DJS emergency response plans coordinate statewide drills and act as the primary liaison with MDEM.
- Representing DJS Statewide: Participate in committees workforce initiatives and negotiations with AFSCME and MPEC.
- Managing HR Budget: Oversee and administer the $1.9 million HR budget ensuring resource allocation aligns with agency goals.
This position is eligible for a hybrid telework schedule and mayrequire occasional travel. MINIMUM QUALIFICATIONS
Education: A Bachelors degree from an accreditedcollege or university.
Experience: Eight 8 years of progressively responsible experience inhuman resources management overseeing multiple HR functions such asrecruitment employee relations labor relations or workforce planning withat least three 3 years in a leadership or managerial role.
DESIRED OR PREFERRED QUALIFICATIONS
A Bachelors degree (or higher) in HumanResources Business Administration Public Administration or a closely relatedfield.
Prior experience in HR administration andmanagement in the public sector.
Experience leading a large multifunctionalHR team in a complex organization.
Knowledge of or experience with laborrelations collective bargaining agreements and employment law compliance.
Demonstrated ability to collaborate with executiveleadership unions and State control agencies.
Strong strategic planning organizational development andbudget management skills.
