Job Description

The District Court Administrator plays a crucial role in overseeing leading and guiding the York County Court of Common Pleas and its Judicial departments. This position involves implementing directives and orders issued by the Supreme Court of Pennsylvania and the President Judge of the 19th Judicial District. The work is carried out with a high degree of independence operating under the general direction of the President Judge and the Administrative Office of Pennsylvania Courts.

Job Duties

  • Provides supervision and oversight to Court Administration which comprises six deputies two supervisors and six support staff. Additionally responsibilities extend to managing 15 Judicial Assistants 16 Law Clerks and various court departments including Adult Probation Juvenile Probation Domestic Relations CASA Divorce Masters PFA and 19 Magisterial District Courts.

  • Researches and develops management policy for the Court and courtappointed departments. In collaboration with the President Judge and the bench establishes goals standards and policies for the Court. Networks with other court administrators across the state sharing valuable information and solutions. Provides guidance to department heads to ensure the successful implementation of policies and procedures. Oversees court administrative functions.

  • Manages the criminal jury trial term system.

  • Directs the preparation and management of various court calendars and schedules.

  • Develops and implements courtapproved modern case flow management methodologies including time standards and effective calendaring. Analyzes case flow statistics to identify areas in need of improvement and collaborates with members of the Bar and the Criminal Justice Community to create mutually beneficial procedures. Additionally drafts local rules in either independent or collaborative models.

  • Coordinates human resource management and labor relations functions within the court and its departments. Advises the Court regarding hiring disciplinary actions and termination decisions. Advises the Court concerning legal implications of personnel actions. Evaluates the performance of department heads supervisory and other staff. Consults with the County on the negotiation and administration of collective bargaining agreements. Investigates discrimination complaints by staff and members of the public.

  • Oversees the work activities of the Court Administration staff. Provides information and guidance. Develops strategies for implementing new procedures and collaborates with the Administrative Office of Pennsylvania Courts on managementrelated issues. Engages with statutory Boards such as the Minor Judiciary Education Board the Judicial Conduct Board the Pennsylvania Commission on Crime and Delinquency and the Sentencing Commission.

  • Prepares and monitors the Courts budget.

  • Addresses public complaints that are particularly challenging or unique in nature.

  • Assists with Jury Management as needed. Manages policies related to juries including numbers to summon deferrals and excusals.

  • Leads the advancement of court technology by establishing priorities for information systems development in cooperation with Information Services.

  • Meets weekly with the President Judge and monthly with the administrative judge of each division; attends to matters as directed.

Minimum Qualifications

  • Bachelors degree in Judicial Business or Public Administration or a closely related field; PLUS

  • Five years of professionallevel experience in court management or eight years of professionallevel experience managing a large public or private organization including professionallevel experience in budgeting procurement and human resources management.

  • An equivalent combination of education experience and/or training may be considered.
