Roles and Responsibilities:
Experience with ACAT I/II/III defense acquisition programs and defense adaptive acquisition framework (AAF). Knowledgeable with Department of Defense acquisition policies (e.g. DoD 5000.02 AR.80 5000.87 etc.. Experience with defense Test and Evaluation and Engineering policies 5000.89 5000.88 AR 731 Experience with Test and Evaluation Master Plans (TEMP) and/or Test and Evaluation Strategies (TES). Experience with technologies in our domain (ISR Cyber EW etc..
- Acquisition management advice and recommendations based on a comprehensive understanding of Department of Defense Instruction (DoDI) 5000.02 (Operation of the Defense Acquisition System) AR 701 (Army Acquisition Policy) MIL HDBK 245 (Handbook for the preparation of SOW) and MIL HDBK 61A (Configuration Management).
- Coordination with PEO Headquarters staff (i.e. budget systems engineering logistics and contracts planning) to identify prepare review and track approval of program documentation.
- Prepare review and staff engineering and programmatic documents such as: Systems Engineering Plan Test and Evaluation Master Plan Information Support Plan Program Protection Plan Materiel Release Package and Cybersecurity Strategy.
- Participate in technical reviews including events leading to the review and events after the review such as: Software Specification Review System Requirements Review System Functional Review Preliminary Design Review Critical Design Review Production Readiness Review Functional Configuration Audit and Physical Configuration Audit. The contractor shall be familiar with the IEEE 15288.2 (Technical Reviews) IEEE 15288.1 and PEO IEW&S Policy for Technical Review.
- Participate in the weekly/biweekly integrated product teams and working groups by offering subject matter expertise.
- Consult with Army leadership on Lessons Learned Executive Summaries and PEO IEW&S policies and procedures.
- Provide subject matter expertise in PostAward Conferences.
- Review all systems engineering documentation in preparation for Milestone Decision Reviews.
- Develop analyze and track programs programs Integrated Master Schedules and Risks.
- Evaluate and provide feedback pertaining to:
- The systems reliability and maintainability requirements IAW AR 70219 (Reliability and Maintainability);
- The systems hardware and software quality requirements IAW MIL STD 810 MIL STD 461 MIL STD 464 AR 701 AR 7038 and AR 731;
- The systems cybersecurity requirements IAW NIST 80037 (Guide for Applying the RMF) NIST 80039 (Managing Information Security Risks) NIST 80053/53A (Security and Privacy Controls) NIST 80060 (Guide for Mapping Types of Information and Information Systems to Security Categories) NIST 800137 (Information Security Continuous Monitoring) and CNSS Instruction 1253 (Security Categorization and control Selection for National security Systems); and
- The systems architecture needs i.e. developing and representing architecture descriptions that ensure a common denominator for understanding comparing and integrating architectures across organizational boundaries IAW the DOD Architecture Framework (DODAF).

- One should have some background in programs Acquisition how PM shops operate understand engineering and integration and have some agile scrum (program management) and understand Supply Chain Risk Management (SCRM) (DoD Instruction (DoDI) 4140.01
- One should understand S&T initiatives and how to transition into projects. Again understand how a Program Manager shop works looking at various S&T proposals answering taskers as applies to S&T transition. Also the DoD 5000 process
A minimum of 10 years related work experience is required.
