Job Description

Summary

The King County Roads Services Division Engineering Section is seeking an enthusiastic strategic agile and collaborative leader to manage a unit that consists of 25 to 30 employees in the Fish Passage and Countywide Drainage units including the survey geotechnical and utility inspection groups. We need a proven leader with a high level of communication and organizational skills who can effectively leverage their expertise and experience to strategically resolve challenges to deliver the Fish Passage and Drainage programs.

This position will oversee the daytoday management and administrative functions staff development and management technical review and addressing project issues associated with King Countys roadway network. A high level of expertise and experience in the design and construction of capital projects is expected.

The successful candidate will collaborate with other King County departments and leadership regional partner agencies elected and communitybased organizations. This position will lead the efforts to incorporating climate change and green building elements into projects including Endangered Species Act compliance.

Job Duties

Resource Management
  1. Oversee and supervise diverse work groups in the Engineering Section: Drainage and Fish Passage Design Inspection of Utilities Survey and Geotechnical Engineering/Materials lab.
  2. Manage and direct the work of assigned staff including annual evaluations budget preparation hiring and tasks associated with running the unit.
  3. Oversee and approve unit work plans budget technical and organizational issues and if needed provide recommendations for improvement to the Section Manager
  4. Write and communicate performance appraisals recommend staffing actions including hiring promotion discipline etc. and participate in strategic discussions and decisions with other supervisors and managers
  5. Provide staff development through training coaching and mentoring that supports and maintains a collaborative work environment that successfully responds to change
  6. Develop implement and maintain standards policies and procedures for engineering project management and engineering related work for the division.
  7. Apply LEAN or similar methodologies for continuous improvement of processes and workflows
  8. Establish and maintain rapport and trust with various staff groups across business lines to closures and detours understand their strengths and challenges to keep programs projects and contracts delivery on track.

Program Delivery
  1. Prepare analyze and negotiate budget and programmatic proposals and longterm planning documents.
  2. Provide interpretation of technical and professional standards regulations and contracts
  3. Oversee the development selection and negotiation of contracts and preparation of project plans specifications and estimates for assigned projects.
  4. Direct the implementation of construction bid documents contract negotiations change orders and contract claims; interpret contract requirements and monitor compliance.
  5. Approve construction contract payments correspondence change orders and acceptance of assigned work products.
  6. Certify plans specifications estimates and reports for project work.
  7. Represent the section and division with staff external clients elected officials and the public.
  8. Support the development of annual work plans and of Road Services Division plans and policies
  9. Apply LEAN or similar methodologies for continuous improvement of processes and workflows

Emergency Response
  1. Support the Maintenance Division in addressing emergency response to road failures such as slides and washouts. Provide guidance and direction on temporary repairs or closures and detours.
  2. Lead planning and design work for natural disaster response and recovery operations provide or oversee the development of plans specifications and estimates and coordinate recovery of expenditures from FEMA and FHWA.

Technical
  1. Provide interpretation of technical and professional standards regulations and contracts
  2. Direct the development and implementation of policies and procedures.

Necessary Requirements:
  • Licensed Professional Civil Engineer in Washington State or the ability to obtain one within 6 months of hire date
  • Valid Washington State Drivers License



Supplemental Information

INTERVIEW SCHEDULE:First review of applications will take place the week of 4/21/2025. Those applicants who pass the initial screening will be invited to participate in aninterview the week of 5/5/2025.

WORK SCHEDULE:This position has a standard 40hour workweek and is exempt from the overtime provisions of the federal Fair Labor Standards Act (FLSA). The King County Executive expects all FLSA exempt employees to work the hours necessary to satisfactorily perform their jobs. FLSA exempt employees are paid on a salary basis and are not eligible for overtime pay or compensatory time.

EMERGENCY DESIGNATION STATUS:This position has been designated MissionCritical. Those employees who provide maintain and reestablish essential county functions as described in agency Continuity of Operations plans.

Unless otherwise directed by the County Executive department director or agency head all employees regardless of designation are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT:
This is a hybrid position. The work associated with this position will be performed by teleworking onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing inoffice work. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. King County has a robust collection of
