WHO WE ARE LOOKING FOR

Child Welfare Services is committed to the safetywellbeingand permanency of children in Montgomery County. The agency works in collaboration with families and community partners to build strengthen and support stable family life. Child Welfare Services is currently recruiting for an enthusiastic caring knowledgeable and experienced individual to provide clinical supervision and oversight to 7 clinically licensed social workers and case workers who provide outofhome services (foster care and kinship care) to children and youth throughout the developmental spectrum from ages 0 21 years old.

What Youll Be Doing

This positionis responsible forthe clinical supervision and oversight for 7 licensed social workers and case workers who provide OutofHome services (Kinship and Foster Care) to children and youth throughout the developmental spectrum from ages 0 to 21.


  • All the children served by this unit have been removed from their parents and are in an outofhome placement because of an abuse and/or neglect allegation.

  • This positionis responsible foroverseeing the daytoday activity of social workers and case workers as it pertains to risk safety wellbeing and permanency.

  • This position is expected to collaborate with internal and external stakeholders across the County toidentifyand develop resources and appropriate services to achieve permanency for the children overseen by the unit.

  • The selected candidate will also be a representative at various state and local meetingspertaining toissues of youth in foster care andappropriate serviceplanning to support the achievement of permanency.

  • As with all Child Welfare supervisors the selected candidate will work to assure the safety and wellbeing and achievement of permanency for all youth.

  • The selected individual will advocate for services and train staff and the communityregardingservice needs and available resources as it relates to children in outofhome care.

  • Whenappropriate representthe Department at court proceedings MultiDisciplinary Team (MDT) meetings and within the law enforcement community.

  • The selected candidate willrepresentthe Department in DJS proceedings as well as providing direction to the social work team related to relevant criminal hearings of perpetrators of victims serviced by the unit.

  • Review and evaluate program trends data and outcomes and service quality.

  • Responsible for staff development hiring evaluation and training. Monitor compliance with Federal and State mandates as it relates to the inhome and outofhome sex abuse population.

  • Although the normal hours of operation for CWS are from 8:30am 5pm the selected candidate must be available to staff providing direct services to children/families who maybe requiredto work earlier/later (for example home visits an emergency removal extended court hearings etc..


This position require the ability to attend meetings or perform work at locations outside the office. Employee must have some flexibility in their schedules based on emergency or urgent workload/caseload needs.

Employees will need to operate a motor vehicle to transport children supplies and equipment to other locations to perform these duties and would require the need to lift and carry and manage stairs with children equipment and supplies.

Selected candidates for this position will be subject to a preemployment medical exam and drug screening and criminal history records check through the Maryland State Department of Public Safety and Correctional Services.Candidates will also be checked through the Maryland Registry for Child Abuse and Neglect and federal and state sex offender registries. Any applicant who fails the medical exam background check or whose name appears on either of the registries may be disqualified from employment for this position.

Minimum Qualifications

Education:Possession of aMasters Degree in Social Work(MSW) from an accredited college or university that meets the criteria of a graduate social work program accredited by the Council on Social Work Education.


Experience:Four 4 years of fulltime experience performing advanced journeylevel social work case management duties (see Note below) in a public sector health mental health social services housing or community based services related program of which one 1 year was in a supervisory or lead capacity supervising training or orienting lowerlevel social workers students interns or other staff.


Note:Qualifying social work case management includes direct case work management such as: assessment and evaluation; conducting investigations of abuse and neglect; preparing court reports; responsibility for a long term caseload monitoring compliance through home calls and other personal contact; collaboration with other agencies and linking clients to resources and programs; development of a case plan and modification of case plans as needed/required; and authority to impose sanctions or implement actions that impact services. Educationexperienceor training mustindicatethe ability to perform successfully as a first level supervisor such as the ability to plan/assign/review work deploy personnelmonitorwork operations obtain effectiveresultsand perform a full array of supervisory HR management and EEO functions.


License:At application possession and maintenanceat all times:

A license as a Licensed Certified Social Worker Clinical LCSWC by the Maryland State Board of Social Work Examiners prior to appointment for a supervisory position that involves clinical supervision

Possession and maintenance at all times of a valid Class C (or equivalent) drivers license from the applicants state of residence whenfor jobrelated duties

Preferred Criteria Interview Preferences

Preference for interviews will be given to qualified candidates with experience in the following areas:


  • Experience in and knowledge of State and Federal regulations governing Child Welfare Services Programs

  • Knowledge experience and knowledge of resources and services for children in Out of Home services including foster care and kinship. Knowledge andexpertisein the permanency planning hierarchy.

  • Knowledge experience and knowledge of resources and services of children in InHome services.

  • Experience providing clinical supervision and oversight to licensed social workers who provide services to children in foster care using familycenteredpractice models focusing on permanence for children.

  • Experience in and knowledge of the family court process in CINA matters.

  • Experience working with culturally diverse populations.

  • Experience reviewing and evaluating program trends data outcomes and service quality.
