Job Description

Salary Range: $7776.73$11218.90 per month

SUMMARY

The Health Program Analyst III Health is responsible for managing the prerelease and courtbased work for ODRs criminal court diversion programs for the Los Angeles County Department of Health Services Office of Diversion and Reentry (ODR). ODRs criminal court diversion programs include ODR Housing and Maternal Health. The ODR Housing program is a permanent supportive housing program serving individuals who are homeless have a serious mental health disorder and are diverted into services after being incarcerated in the Los Angeles County Jail. Clients in the ODR Housing program are referred to interim housing and assigned an Intensive Case Management Services (ICMS) provider who works with the client as they transition from custody to community and on to permanent supportive housing. The Maternal Health Program diverts women who are pregnant from custody into community to promote a positive beginning for mother and child. The majority of women reside in specialized interim housing settings that allow them to remain with their children until they can move into permanent supportive housing and care.

This position will oversee the planning implementation and daily prerelease and court program operations and will work with county departments and community organizations to gain and ensure cooperation in achieving program goals and objectives. This position will work in close collaboration with multiple Department of Health Services departments other County Departments communitybased organizations and justice partners to execute program operations and achieve key objectives.

Currently ODR has a hybrid work schedule with a combination of workdays in the office in the field and remote. This may change at discretion of DHS.

ESSENTIAL FUNCTIONS of the Health Program Analyst III Health include but are not limited to:

  • Plan organize assign and coordinate the work of a multidisciplinary team serving as technical experts and consultants for the prerelease and court work of ODRs Criminal Court Diversion Programs.
  • Implement policies and procedures sets programmatic benchmarks and collects and analyzes outcomes data.
  • Act as a primary liaison to Justice Partners working within the Criminal Court Diversion population including those working in the court jail and community.
  • Manage the referral and screening of candidate for the ODR Housing and Maternal Health programs.
  • Coordinate with justice partners to submit affidavits recommending candidates to be calendared for diversion suitability hearings.
  • In collaboration with ODR Physicians oversee ODRs incourt advocacy for and treatment of ODR candidates and clients including being present as needed in the court.
  • Review court documentation including progress reports AWOL reports and other court documentation.
  • Provide regular programmatic updates to the Office of Diversion and ReEntry its Steering Committee and member departments contracted agencies Board of Supervisors and stakeholder groups.
  • Prepare project reports including referral tracking candidate screening results and court outcomes.
  • Has immediate responsibility for the orientation training development and evaluation of employees supervised.
  • Reviews work for thoroughness soundness of recommendations and compliance with applicable standards policies procedures and regulations. Supervises and participates in studies of complex and difficult problem areas.
  • Confers with administrators and with representatives of other jurisdictions and agencies to discuss new and ongoing programs and to exchange
  • Coordinates and collaborates with all project partners (e.g. Office of Diversion and ReEntry participating departments contracted agencies stakeholder groups) to ensure all elements of the projects operate in the most efficient and effective manner.
  • Provides technical assistance to project partners and develops recommends and implements project modifications.

JOB QUALIFICATIONS

  • Experience overseeing and managing capacity building projects and support services to vulnerable populations.
  • Ability to work in a professional manner with courtesy and tact and maintain confidentiality and security of documents and information.
  • Ability to work collaboratively with multidisciplinary professionals and partners both internally and externally.
  • Must possess strong organizational skills initiative and followthrough.
  • Lived or professional experience implementing best practice approaches with people experiencing homelessness living with serious mental illness and/or whom have a criminal justice background is valued.
  • Ability to coordinate day to day work among multidisciplinary teams (analysts doctors nurses social workers etc. and service providers including providing realtime problem solving and technical assistance as needed.
  • Strong technical skills with Microsoft excel and experience with database management (e.g. Electronic Health Record Systems) preferred.
  • Ability to attend meetings provide training technical assistance and other jobrelated duties in locations throughout Los Angeles County and have reliable transportation to carry out essential functions.

Education/Experience

  • A Masters degree or higher from an accredited college or university in Public Health Public Administration Business Administration Healthcare Administration Healthcare Management Social Work Psychology Community Development Criminal Justice or a closely related field.
  • OR A Bachelors degree and 3 years of relevant experience.
  • OR At least 5 years of relevant experience in lieu of a Masters or Bachelors degree A minimum of three 3 of the 5 years of highly responsible and complex experience or (A) Analyzing and making recommendations that address issues such as planning program development project management budget development and program evaluation of health and human services for lowincome vulnerable populations OR (B) Researching studying and making recommendations to support health or social service programs or policy.

Certificates/Licenses/Clearances

A valid California drivers license proof of vehicle insurance and reliable transportation or the ability to utilize an alternative method of transportation when needed to carry out jobrelated essential functions.

Licensure within the state of California as a mental health practitioner (PsyD LCSW LMFT etc) is strongly preferred.
