GENERAL DESCRIPTION:

Under broad direction of the Town Manager incumbent provides technical expertise related to the engineering of Town infrastructure and manages associated capital projects. Through subordinate division heads incumbent directs the operations of the Engineering Highway and the Fleet Maintenance divisions. Responsibilities include the design review and inspection of civil engineering projects the review of proposed development technical plans and specifications for conformance with Town regulations and civil engineering standards; the construction maintenance and repair of the Towns infrastructure system of roads and highways drainage and roadsides; and the maintenance and repair of the Towns vehicle fleet.

ESSENTIAL DUTIES:

  1. Provides technical civil engineering advice to the Town Manager and boards and commissions such as the Town Council Town Plan and Zoning Commission and Conservation Commission/Inland Wetlands Agency. Confers with federal state and Town officials to propose solutions and resolve engineering conflicts.
  2. Conducts public hearings to solicit input regarding proposed projects; recommends and prepares proposals for civil infrastructure capital improvement projects and regulatory compliance programs; reviews and evaluates construction bids and participates in selection of vendors and consultants.
  3. Reviews proposed subdivision/development and infrastructure plans specifications and construction estimates as they relate to compliance with Town regulations specifications and civil engineering standards.
  4. Identifies opportunities for grant funding and prepares persuasive written proposals/applications to secure funding including plans for budget implementation evaluation and sustainability; gathers relevant reports and data in support of the request and monitors critical submission deadlines.
  5. Plans and manages civil infrastructure capital projects to monitor compliance with plan specifications objectives established timelines and budget. Develops strategies for optimizing operations. Tracks grantfunded expenses and ensures all facets of grant compliance including final project audit and submission of progress reports.
  6. Prepares departmental annual operating budget for Town Manager review and identifies capital improvement project costs and priorities. Supervises procurement of equipment supplies and materials assuring efficient use of budgeted funds and personnel. Responsible for overall management of operating budget accounts and for accomplishing capital project completion and goals within allocated funding.
  7. Supervises the Assistant Town Engineer and Physical Services Operations Manager. Provides direction for staff and directs personnelrelated activities including staffing work activities performance management and employee selection. Evaluates approves and effectuates policies and procedures for safety efficiency sustainability and effectiveness of reporting divisions.
  8. Encourages the development of staff through formal and informal training coaching mentorship and positive leadership modeling; implements supports and monitors related programs. Establishes and ensures high professional standards of performance levels by staff including internal/external customer service and respectful responsive efficient and effective performance levels by staff throughout the department.
  9. Ensures a respectful and safe work environment for all by fostering a culture of mutual respect accountability for ethical behavior and positive leadership and alignment of policies procedures and training with such values. Ensures training on and compliance with best practices for fostering safe work practices with attention to risk management and loss control.

QUALIFICATIONS PROFILE:

  • Knowledge of
    • Civil engineering principles and practices across multiple disciplines including civil design transportation environmental and structural engineering
    • traffic safety road construction and drainage concerns
    • Engineering maps records plans and geographic information systems; and familiarity with design software such as AutoCAD Civil 3D or similar
    • capital project design approval budgeting and coordination
    • grant writing and management
    • the occupational hazards and safety precautions related to the work of highway and vehicle maintenance
    • the use and maintenance requirements of vehicles and equipment
  • Ability to

PHYSICAL/MENTAL REQUIREMENTS:

  • Ability to
    • walk over rough or difficult terrain such as that which is sloping rocky uneven and wooded; balance crouch and stoop; push/pull/lift objects of up to 25 pounds; and sit or stand for prolonged periods
    • perform manipulative skills which require handeye coordination such as keyboarding
    • see objects closely as in reading a report; hear normal sounds with some background noise; distinguish voice patterns and communicate through human speech
    • concentrate on fine detail with little interruption attend to task/function for more than 60 minutes remember multiple tasks given to self and others over long periods and understand the theories behind several related concepts

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors degree from a recognized college or university in Civil Engineering or closely related field
  • Ten 10 years of progressively responsible relevant civil engineering experience including at least four 4 years of supervisory experience
  • Demonstrated success in managing relevant construction and engineering projects

LICENSE OR CERTIFICATION:

  • Licensed State of Connecticut Professional Engineer or reciprocal state license
  • Class D motor vehicle drivers license
