POSITION DUTIES

This job announcement is for two different positions. AMDAA Instructional Administratorand aMDAA Learning Management Administrator.

As a program in the Office of State Financial Innovation the Maryland Accounting Academy (MDAA) provides training certification and professional development for the States finance and accounting workforce. The MDAA is focused on building the overall competencies of our workforce through developing their knowledge skills and abilities.

MDAA Instructional Administrator:

Under the leadership of the MDAA Manager this position would lead and coordinate all MDAA activities for the design development delivery evaluation and ongoing revision of all training courses and their materials. This also includes leading the development of all learning support materials and documentation creation of future certification programs and other learning opportunities yet to be identified. This position will lead the design and development of multiple learning pathways that utilize all training modalities and delivery methods. These will include classroom instruction ondemand and online selfpaced learning interactive online learning and blended webinars. Also this position will oversee the use of a variety of adult learning methodologies for the successful transfer of learning to their state work environment.

This position will assign and supervise the planning organization and reporting of visual and graphic design learning program design and development and all related material design and use. The establishment and use of standardized processes and templates for scalable programs will be essential. This position will assist in the of large multifaceted statewide training initiatives.

Additionally this position will manage the engagement of approved subject matter experts from within the Office of the Comptroller and other state organizations or others to provide content input and evaluate content for validity currency and accuracy. Creating and managing engagement schedules monitoring work progress and maintaining adherence to standards and policies of the MDAA the Comptroller of Maryland and any other regulations will be a critical component of this position.

This position will coordinate or administer all evaluations and assessments of the MDAAs content and courses participant assessments and other related evaluations.

Finally this position evaluates the efficiency and effectiveness of the MDAAs program development operations including goals standards controls and outcomes. This includes developing revising and improving the content development processes and utilizing new or improved technology where suitable.

MDAA Learning Management Administrator:

Under the leadership of the MDAA Manager this positions primary responsibility is to manage and coordinate the Maryland Accounting Academys (MDAAs) training and certification program offerings participant enrollment tracking and reporting into the Learning Management System and serve as the technical system administrator of the Learning Management System (LMS) and project management system as well as any other learning technology tools software or systems utilized by the MDAA. This includes uploading content designing learning paths tracking participant progress engagement and troubleshooting technical content challenges to ensure a seamless digital learning ecosystem. This position will maintain all records for participants and instructors all program schedules participant attendance and serve as a liaison between the participants and instructors as needed.

This position will analyze and assign appropriate and qualified audiences as participants in programs determine and coordinate all statewide on site in person and online scheduling and logistics. This position must understand plan for and provide multiple solutions to statewide on site and online technical functionality challenges system technical updates and changes as well as the integration of all materials and participant information into the LMS.. This includes interactive elements quizzes and assessments and the full functionality of all resources for each program.

This position will coordinate training venues assign instructors and manage all technical and related delivery needs. This position will coordinate and oversee participant assessments including quizzes performance tasks standardized tests selfassessments or other appropriate assessment methods that accurately address learning objectives in the specific subject area while ensuring fairness cultural sensitivity participant engagement feedback provision and alignment with MDAA standards.

This position will maintain all records for participants and instructors all program schedules participant attendance and be a liaison between the participants and instructors.

This position will work with the MDAA Manager to develop and manage a comprehensive evaluation strategy for the systematic approach to analyze all aspects of the MDAAs learning program participant outcomes. These include participant reactions participant knowledge and skills gained participant behavior changes on the job and the overall impact to the agency organization and state. This would also include an analysis of the user experience with the learning technologies.

This position will also utilize data and information from multiple statewide sources to conduct data analyses to evaluate user adoption and engagement content quality and accessibility user feedback and recommendations and learning outcome attainment. Using these analyses this position will provide reports to the MDAA Manager that could include recommendations for updates or changes that would result in program improvements.

Finally this position will serve as the subject matter expert for any Learning Management System(s) and will work with the MDAA Manager to develop and maintain standard operating procedures for utilizing it (or them).

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

NOTES:

  1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university for the required experience.
  3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a yearfor year basis for the required experience.

** For education obtained outside of the U.S. you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. DESIRED OR PREFERRED QUALIFICATIONS

  • Documented experience in administering training or education programs as well as with working in and utilizing Learning Management Systems.
