Position Overview

The Illinois Environmental Protection Agency (EPA) Bureau of Land (BOL) Permit Section is seeking to hire a Senior Public Service Administrator Option 8E (Professional Engineer) to serve as Unit Manager in the Resource Conservation and Recovery Act (RCRA) NonHazardous Units AB. This position will supervise and review staff submittals regarding activities associated with the investigation design construction maintenance and inspection of units at facilities involved in the management disposal storage treatment and remediation of nonhazardous waste.

Essential Functions

  • Serves as Resource Conservation and Recovery Act (RCRA) NonHazardous Units Manager/Professional Engineer Option 8E administering the duties of the nonhazardous programs to facilitate accurate and consistent production within the Permit Section
  • Serves as full line supervisor in administering the activities of the RCRA NonHazardous Units to provide for consistent Permit Section operations
  • As Professional Engineer directs and performs various highly complex technical and scientific duties.
  • Serves as Unit Manager.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four years of college in an engineering program.
  • Requires a Registered Professional Engineer License to be qualified for the 8E option.
  • Requires prior experience equivalent to four years of progressively responsible environmental administrative experience in environmental regulations and land pollution control.

Preferred Qualifications

  • Prefers at least 4 four years of experience in interpreting and evaluating complex design processes utilized during RCRA nonhazardous facility permitting.
  • Prefers at least 4 four years of experience in interpreting and applying state and federal laws and regulations pertinent to permitting.
  • Prefers at least 4 four years of experience in evaluating program effectiveness and implementing changes to cover new programs and revisions in environmental regulations.
  • Prefers at least 4 four years of experience mentoring/supervising professional staff in an office setting.
  • Prefers at least 4 four years of experience in communicating with all levels of stakeholders in an organization both internal and external.
  • Prefers at least 4 four years of experience in creating a presentation speaking publicly and formally representing an organization.
  • Prefers ability to serve as expert witness or testifying at Illinois Pollution Control Board or court hearings.
  • Prefers the ability to utilize a personal computer with knowledge of Microsoft Word Excel and Access software.

Conditions of Employment

  • Requires a valid and current appropriate drivers license.
  • Requires the ability to travel in performance of duties with overnight stays as appropriate.
  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or lastminute overtime. This requires the ability to work evenings and weekends.
  • Requires ability to attend seminars conference and trainings to stay current on methods tools ideologies or other industry related topics to the job duties.
  • As required by OSHA 29 CFR 1910.120 this position will be required to take (within 90 days of employment) and maintain working knowledge of 8 hr. annual refresher) and/or certification to ensure position is up to date with laws rules and regulations to maintain compliance with Il Department of Labor Occupational Safety Regulations: 24hour OSHA training.
  • Requires ability to pass a namebased background check.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/545 apply to this position.
