The Public Safety Division at Virginia Tech is composed of the Police Department Environmental Health & Safety and Emergency Management and has a critical role in supporting the wellbeing of our community. We are essential in planning for and responding to emergency events and in creating a culture of preparedness where employees and students are safe in their work and living environments. The Emergency Planner reports to the Executive Director for Emergency Management and helps develop coordinate and conduct emergency planning initiatives for the university.
The Emergency Planner develops emergency managementrelated content and programs to ensure university compliance with Federal State and University policies and procedures as well as other related regulatory requirements. Reporting to the Executive Director of Emergency Management this includes but is not limited to:
Coordinate develop and maintain comprehensive emergency management plans for the university.
Provide support and collaborate in the planning development implementation analysis and documentation of emergency preparedness projects.
Provide planning and management support before during and after an incident or event.
Provide and develop emergency preparedness workshops training and public awareness activities for the university community.
Serve as a department liaison to university partners government agencies and community organizations.
Emergency Management duties require the ability to respond to emergencies after hours and work extended hours on site possibly under difficult and trying circumstances; ability to use personal protection equipment (furnished); observe and record details relating to potential and actual hazards and/or emergencies; work in all weather conditions under extreme temperatures around chemicals chemical fumes biohazards and electrical and mechanical hazards. The incumbent may also be required to climb stairs and ladders move and or climb over obstacles and work under other conditions as required by the specific situation or emergency.
Additionally the incumbent performs other duties as requested; takes initiative to support a healthy work environment; strives to fulfill the terms in the Standards of Business Conduct; exemplifies the Virginia Tech Principles of Community; and supports the universitys motto Ut Prosim (That I May Serve).
Required Qualifications
Education
Advanced degree in a related field or a bachelors degree with significant training and relevant experience.
Certificates and/or coursework in emergency management hazard mitigation planning emergency management disaster resiliency risk assessment or similar related topics.
Completion of NIMS certifications (ISor successful completion of these courses within 6 months of start date.
Experience
Experience in emergency management business continuity crisis management or planning.
Knowledge Skills and Abilities
A strong understanding of organizational planning processes and technologies and the ability to implement and improve broadbased practical and effective organizational plans.
Ability to establish and maintain effective working relationships with associates staff public officials civic and community groups and the general public.
Occasional physical activity.
Ability to prepare technical reports and grant proposals.
Ability to multitask reprioritize and work at times with minimal direction and supervision.
Excellent speaking writing and communication skills including making effective presentations to groups.
Ability to translate the mission and strategic direction of the University into emergency planning priorities.
Ability to collect organize retain analyze and produce information related to emergency management.
Preferred Qualifications
Education
Certified Emergency Manager (CEM) certification.
Project Management Professional (PMP) certification.
Experience
Experience in higher education working for or with public agencies.
Experience in one or more of the following emergency management areas: mitigation response continuity of operations recovery and/or preparedness.
Experience in designing implementing delivering and coordinating emergency management training and exercise programs for a large diverse organization comparable to a higher education institution.
Experience in motivating individuals to dedicate time and effort to tasks which may be a minor percentage of their responsibilities but are critical to the Universitys functioning (e.g. response planning and training).
Experience in grant writing and management.
