The Department of Social Services Accountability Office (DSSAO) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA) Department of Social Services (DSS) and Department of Homeless Services (DHS).
DSSAO maintains the operation of the Office of Audit and Quality Assurance (OAQA) Office of Compliance and Support (OCS) Investigation Revenue and Enforcement Administration (IREA) Office of Data Security Management (ODSM) and the Vendor Monitoring Office (VMO).
The Office of Audit and Quality Assurance (OAQA) ensures that FIA programs such as Food Stamps and Cash Assistance operate with a high level of accuracy and integrity. OAQA monitors these programs to find potential threats to integrity and makes sure they adhere to best practices comply with legal and regulatory requirements and adhere to all relevant policies. OAQA is comprised of the Office of Audit Services (OAS) and the Office of Quality Assurance and Fiscal Integrity (OQA&FI).
The Office of Audit Services and Quality Assurance is recruiting for 1 Administrative Staff Analyst MV to function as the Deputy Commissioner who will:
Oversee all vendor internal and external audits to identify a need for current action. The audit contracting component produces contracts with independent CPA firms for audits over 80 HRA programs; the internal and vendor audit coordination component reviews highrisk program areas to determine the adequacy of internal controls; the audit coordination component deals with audits conducted by external entities.
Administer the planning and implementation of all new agendas in OQA&FI geared towards monitoring the performance and compliance of Cash Assistance SNAP and Medicaid programs. Ensure that all projects lead to improved efficiency which result in error reduction cost saving and avoidance of fiscal sanctions.
Act as internal consultant to the Agencys Senior Leadership Team regarding the following: identify and prioritize program compliance and financial risks and their consequences for the Agency; identify options and then formulate specific policy recommendations for addressing these risks including coordination of affected program and administrative areas. Prepare reports for the Senior Leadership Team on identified and potential risks and vulnerabilities and on audits reviews and corrective actions being taken to address those issues.
Oversee the audits and program assessments and analyses performance monitoring and statistical reporting conducted by this office.
Serve as an executive team member to the Chief Accountability Officer and participates fully in all major discussions relating to Agency audits and program assessments. The Deputy Commissioner will be expected to be available whenever required to address any audit program compliance fiscal integrity quality assurance or programmatic assessmentrelated issues that may arise.
Ensure that staff develop expertise in the requirements governing various funding streams and ensure that Agency is current and in compliance with existing new or proposed Federal and State programmatic funding requirements by maintaining strong working relationships with State administrators.
Establish overall Agency standards and practices with regard to audit policy and protocol.

ADMINISTRATIVE STAFF ANALYST 10026
Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management. Eighteen 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory fulltime professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory fulltime professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
4. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and eight years of satisfactory fulltime professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
5. A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least two years of experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
