Description
The Resident Services IT department is seeking an Information Technology (IT) Business Analyst III. This position will conduct research and analysis to provide solutions to business problems and help introduce and implement these solutions to businesses and their clients. This position will also create and lead the team lead project progress set deadlines solve issues that arise ensure stakeholder satisfaction and evaluate project performance including the performance of their team members.

Location and hours:
This position is hybrid and will be performed both onsite at the Hennepin County Government Center 300 South 6th Street Minneapolis MN 55487 and remote as job duties require. Work hours will be Monday through Friday between 8 a.m. 4:30 p.m. with flexibility. While this position is designated as hybrid based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.New Employee Orientation (NEO) for all new benefitearning employees is inperson in downtown Minneapolis. Details about NEO will be provided upon hire.

At this time employees may be eligible to receive an additional cash merit of up to $2738.95 that can be earned annually based on performance.
In this position you will:- Define analyze develop and document functional and technical specifications that support development and test and deploy applications and new technologies.
- Evaluate information technology needs and vendor applications using application development and structured analysis techniques. Support adoption of new tools and processes as they are implemented.
- Develop communication plans to meet project and stakeholder needs and report business analysis measurements; prepare written proposals and project objective documents according to assigned direction.
- Effectively communicate and present to technical and nontechnical teams at all levels; service requests priorities and relevant project and solution information regarding business unit/department requests projects and initiatives based on predefined criteria.
- Mentor other IT Business Analysts act as a lead on large projects build metrics reports for decision making and participate on planning for the division.
- Lead or manage projects work teams on departmental projects in system analysis design planning development and implementation.
- Create and maintain project documentation develop detailed work plans schedules project estimates resource plans and status reports. Ensure project compliance with internal or relevant external policies and procedures.
- Establish and maintain working relationships with all IT factions internal and external business partners to ensure quality partnerships in delivering IT services and solutions.
- Act as a liaison between departmental endusers technical analysts information technology analysts and consultants.
- Coordinate and participate in development of processes within IT Services existing and new solutions to ensure compliance and implement continuous improvement processes.
- One of the following:
- Five years or more of technology experience.
- Completion of an approved IT Hennepin County internship or completion of five or more college/vocational technology courses and two years or more of technology experience.
- Twoyear college/vocational technical degree in a technology field or an approved IT certificate and two years or more of technology experience.
- Bachelors degree in a technology field andtwo years or more of information technology experience.
- Masters degree or higher in information technology.
- Experience:
- Working with agile methodologies including documenting requirements designing testing and managing deployment phases and helping a business use Agile principles.
- Leading and managing project artifacts and IT project teams in planning analyzing designing organizing implementing and supporting solutions.
- Ability to:
- Communicate with technical and nontechnical teams collaborating with different functions of IT gathering feedback problem solving and communicating concisely and clearly on subject matters on all levels.
- Establishing and maintaining effective working relationships and partnerships at all levels of the organization working independently and with limited direction and guidance.
- Creatively problem solve when confronted with technical issues.
- Prioritize and plan work effectively.
Resident Services IT (RSIT) manages the overall technology for the Assessors Office Elections Department Service Center Department Library and Examiner of Titles in addition to the Land Information and Tax Services Department which includes the Strategy and Support Division Recorder and Registrar of Titles Office Survey Division and Property Tax Division.
