About the Division:
TheHomeland Security Division (HSD)focuses on CounterTerrorism Crime Prevention and Response and Emergency Management. The division is responsible for security of the Washington State Ferries the Washington State Fusion Center Statewide Emergency Management MultiAgency Teams and the largest K9 team in the State.
About the Position: The Homeland Security Emergency Managers main purpose is to manage the Washington State Patrols comprehensive emergency management program ensuring that the agency is prepared to respond to disasters of all types. Through methodical and systematic planning coordination and collaboration the Homeland Security Emergency Manager guides the agency through four ongoing longterm comprehensive emergency management program elements.
This position supports the mission by managing the program standards of system security personnel security training certifications performance auditing and providing subject matter experts for our criminal justice and noncriminal justice users. It supports positive solutions for terminal agency compliance to the applicable federal standards.
In this position the incumbent will engage with both agency staff and external partners to maintain and refine the agencys Continuity of Operations Plan lead training and exercises serve as a primary contact for the States Public Safety and Security Emergency Support Function and respond to the State Emergency Operations Center during emergencies or disasters. The Homeland Security Emergency Manager position plays a pivotal role in developing shaping applying and implementing policies that have a direct impact on statewide public safety and emergency preparedness programs at the operational and strategic levels. Theywill also administer the federal homeland security grant fundingrepresent the agency at meetings collaborate and problem solve and promote incident management principles in our agencys preparedness and response activities.
The Homeland Security Emergency Manager will supervise two employees who support both emergency management and grant administration activities with a goal to grow these employees and their potential value to the agency safety and security of our state. They will be able to facilitate brainstorm problemsolve and employ creativity to help us move forward together.
This position will work a 40 hour work week typically Monday through Friday with additional unscheduled hours due to emergent situations. This position will also be on the callup list for the State Emergency Operations Center and may be required to report after hours.
This position is overtime exempt and is not covered by a Collective Bargaining Agreement (CBA).
Duties
Our new teammate will be able to:
Supervise professional and support personnel.
Maintain refine and enhance the agencys Continuity of Operations Plan.
Serve as a subject matter expert on emergency management and homeland security.
Serve as the lead for the States Public Safety and Security Emergency Support Function.
Provide day to day administration of homeland security grant funding to achieve strategic objectives.
Serve as the agencys primary point of contact for emergency management activities including responding to the State EOC when necessary.
Direct evaluate implement and improve the agencys readiness to prevent protect against respond to recover from and mitigate against all threats and hazards.
NOTE:This is not a fulltime telework position. Candidates must be able and willing to work in the office and commute to Olympia. There will be an opportunity to travel periodically within the state as well as attend out of state meetings and training.A hybrid work schedule may be available after training and/or probationary period has been successfully completed.
Travel Requirements: Up to 50 day travel throughout the Puget Sound and occasional statewide or nationwide travel extending upwards of one week at a time to conduct onsite audits and/or training.
Tools and Equipment: Duties require the use of general office equipment and programs including Excel Word and PowerPoint.
Qualifications
Required Qualifications:
Bachelors degree from an accredited college or university OR qualifying professional level experience in emergency management financial management training program management or legislative affairs will substitute year for year in place of a Bachelors degree.
One year of professional level experience in emergency management financial management training program management or legislative affairs
One year of lead or supervisory experience.
Masters or Ph.D. degree will substitute for one year of experience.
Must possess a valid unrestricted Washington State Drivers License or able to obtain one within 30 days of employment.
