Qualifications
Required Qualifications include:
Minimum of 10 years of industry experience including 57 years of experience in project management roles
Bachelors Degree in a related field (e.g. Computer Science Business Administration etc.
Minimum of 5 years of experience leading and delivering largescale software projects
Minimum of 5 years of experience with Agile Scrum and all phases of the software development lifecycle
Must have technical proficiency leadership skills and expertise in stakeholder management
Must be proficient with program management tools have strong communication & problemsolving skills
Must be able to work onsite at DSCA office in Washington DC. Telework may also be available at the discretion of the government.
Desired Qualifications include:
Masters Degree and/or Project Management Professional (PMP) and/or Certified Scrum Master (CSM) certification
Indepth understanding of technologies such as Microsoft Windows Presentation Foundation (WPF) Windows Communication Foundation (WCF) Entity Framework (EF) SQL Server etc.
Duties & Responsibilities
The DCSA Project Manager must establish and maintain an environment that fulfills all PWS requirements and aligns with cFocus corporate Human Resources/Operations/Accounting objectives. The DCSA Project Manager responsibilities include:
Staff Management that enables efficient employee onboarding offboarding training and daily monitoring;
Quality Management that enables efficient employee performance measurement rewards/acknowledgement and preventative/ corrective actions
Customer Management that enables seamless customer communication/collaboration and contract growth opportunities
Budget Management that ensure fulfillment of corporate budget & profitability expectations
Communicate with the Contracting Officer Representative (COR) to develop and maintain detailed work plans in accordance with government priorities to accomplish the administrative managerial logistical and integration aspects of the contract.
Collaborate with cFocus corporate to monitor the quality of all contract deliverables and performance of all contract personnel. Perform preventative actions to proactively avoid contract defects and corrective actions to resolve government complaints.
Serve as the primary point of contact for the government.
Organize daily tasks for all personnel assigned to the contract.
Responsible for planning and scheduling projects leading crossfunctional teams and managing stakeholder communications.
Develop and oversee project budgets allocate resources and ensure quality standards are met.
Identify and mitigate risks implement Agile or Scrum practices and resolve projectrelated issues.
Manage vendor relationships ensure contract compliance and seek continuous improvement opportunities. Effective communication leadership and problemsolving skills are essential to their role.
Deliverables
The DCSA Project Manager must ensure the ontime delivery and acceptance of all 35 deliverables described in the PWS including:
Operational Verification Checklist Operational Performance Measures Operational Status Report Incident Log Analysis & Testing for Infrastructure/Software Application/Database Design Documents Application Version Description Document Application/Unit/Integration/Load Test Plans & Evaluation Reports Application User Manuals Application Operations Manual Application Security Plan Application Code Reviews Application Bug Reports etc.
The DCSA Project Manager must ensure that all 14 Performance Requirements described in the PWS are fulfilled which include the following performancerelated deliverables:
Program Code Delivery/Defects Weekly Status Reports Sprint Artifacts Remedy/Closure of Security Vulnerabilities and POA&Ms Project Plan Management Plan Risk Register Status Reports Invoices QASP data Remediation Plans etc.
Develop deliver and maintain a Project Plan Management Plan Risk Register and Integrated Master Schedule which will include:
Activities and project tracking schedules including milestones and deliverables for all tasks supported with any dependencies and prerequisites mapped
Risk registers and risk and issue mitigation strategies for all risks
A plan to monitor and track program and task performance to ensure on time service delivery
Process to resolve management and programmatic issues
Identification of all interdependencies
Additional project management plans for new tasks as they are required
Provide Weekly Status Reports that document all weekly activities including: staffing risks action items miscellaneous etc.
