Cost Assessment Engineer

The City of Edmonton is seeking a dynamic and detailoriented Cost Assessment Engineer to join our Urban Planning and Economy team. In this role you will be instrumental in administering the Arterial Roadway Assessment Boundary Assessment and OffSite Levy costsharing programs ensuring the smooth development of our citys infrastructure. You will collaborate with various stakeholders including developers consultants and internal City departments to review designs manage costs and facilitate the financial aspects of municipal improvement projects. What will you do:

• Work with external consulting engineers to design and develop alternative projectspecific arterial cross sections and designs when required in cases where the currently accepted cross sections within the City of Edmonton Design and Construction
• Standards are not suitable due to physical political or safety constraints specific to a particular arterial roadway;
• Review projectspecific arterial roadway and other municipal infrastructure designs to ensure that they comply with the Complete Streets Design and Construction Standards other City of Edmonton Design and Construction Standards Cityapproved
• Traffic Impact Assessments and Cityapproved arterial concept and preliminary plans and engineering drawings;
• Review cost estimates and quantity schedules ensuring that quantities and unit rates are in line with whats normally required for a typical arterial crosssection or appropriate using best engineering judgement;
• Confirm that each component being claimed is eligible to be claimed under the ARA or Boundary Assessment program and confirm that theres no double claiming under the same program or a similar program;
• Work with the developer and engineering consultant members currently sitting on the Development Assessment Working Committee to design and develop new and updating existing typical arterial crosssection and component designs (ex. turning bays pipeline crossings bridge crossings etc. ;
• Understand and mitigate the risks of developing and approving Unit Rates that are too low and that do not line up with actual construction costs submitted over the course of recent years;
• Calculate and establish the interest rate to be used to properly escalate Arterial Roadway Assessment and Drainage Assessment over expenditures;
• Review subdivision and development permit conditions to determine what programs (Arterial Roadway Assessment Boundary Assessment and/or Offsite Levy) to collect assessments for.
• Confirm accessible areas using POSSE and other mapping software;
• Prepare Arterial Roadway Assessment Boundary Assessment and Offsite Levy memos using the appropriate assessable area;
• Review requests to include nontypical arterial construction into the ARA Bylaw and providing a verbal or email recommendation to the Committee from a technical and practical perspective as to whether the request should be approved that is documented in the official meeting minutes;
• Review the viability of requests to remove add or swap construction obligations specified in the ARA Bylaw and providing a recommendation to the Committee; and
• Perform additional related duties as required

• A degree in Civil Environmental or other relevant Engineering Discipline
• Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for InterProvincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
• A minimum of 4 years of progressively responsible experience in arterial design and construction is required including experience with:
  
  • Preparation of TIAs concept and preliminary plans
  • Preparation and review of geotechnical reports and environmental impact assessments
  • Preparation of engineered fill and pavement designs
  • Basic design principles related to stormwater power and streetlighting and the installation of pavement markings and street furniture; and
  • Project management

Skills required for success:

• Extensive knowledge of arterial roadway design construction maintenance and acceptance processes
• Extensive experience preparing and updating construction cost updates
• Extensive experience with complex spreadsheets and reconciling financial transactions
• Knowledge of land development processes in the Edmonton area
• Knowledge of relevant legislation including the Municipal Government Act and OffSite Levies Regulation
• Knowledge of City of Edmonton Design and Construction Standards
• Knowledge of planning and contract law
• Knowledge of the Citys costsharing systems
• Ability to learn and adapt to the changing needs of industrial development
• Ability to follow APEGA Guidelines Standards Practices and the Citys Professional Practice Management Plan (PPMP) and Standard Operating Procedures (SOPs)
• Ability to coordinate collaborate manage issues and negotiate win/win solutions
• Ability to analyze and interpret detailed engineering drawings quantity schedules technical documents and specifications
• Highly developed and effective verbal and written communication skills
• Ability to perform work with attention to detail
• Ability to manage multiple projects with competing priorities and deadlines
• Ability to develop innovative solutions to technical and financial challenges
• Ability to work within a team and provide excellent customer service
