Extension Option: Onetime extension available Project Background:
The role supports and enhances the Child Care Inspection System (CCIS) hosted on the GeoHub platforma centralized geospatial data platform for childcare programs. The goal is to consolidate geospatial data perform spatial analyses and generate map visualizations to inform policy and funding decisions.
Key Responsibilities:-
Lead the design development and maintenance of GISbased systems and applications.

Analyze business needs and deliver scalable GIS solutions.

Conduct feasibility studies costbenefit analyses and prototype development.
-
Design application development plans and technical specification documents.
-
Lead the development of GIS web services and serverside automation scripts.
-
Provide technical mentorship and conduct knowledge transfer to team members.
-
Engage in continuous improvement initiatives to enhance system performance and technology adoption.

Stay current with GIS trends and collaborate with industry peers and internal teams.

Expertise in 3tier system design GIS concepts spatial data modeling and cartography.

Advanced skills with ArcGIS Pro ArcGIS Online ArcGIS Portal ArcGIS Server and ArcGIS Dashboard.

Experience with Esri development tools including Arcade ArcGIS Experience Builder Web API for JavaScript and ArcPy.

Programming experience in Python R and frontend technologies: JavaScript HTML CSS and .NET.

Familiarity with Azure Cloud SOAP REST AJAX XML and JSON.

Accessibility knowledge: creating WCAG 2.0 AAcompliant applications.

Experience with Oracle Azure SQL MS SQL Server PL/SQL stored procedures and triggers.

Strong analytical skills for needs assessment data interpretation and solution development.

Proficiency in spatial analysis and geographic data compilation.

Ability to evaluate emerging technologies and recommend solutions.

Excellent communication skills for documentation training and stakeholder presentations.

Demonstrated leadership in project planning risk management and technical delivery.

Ability to provide customerfocused solutions and technical guidance.

Previous experience working within or alongside government or public sector organizations is preferred.

Proficiency in ArcGIS Enterprise for spatial data management and visualization.

Strong programming skills in Python and JavaScript for GIS automation and web mapping.

Experience with spatial databases such as PostgreSQL/PostGIS.
-
Proven ability to analyze and interpret spatial data for complex geographic problemsolving.
