Job Description

JOB TITLE: Senior Animal Control Officer
DEPARTMENT: Health
DIVISION: Animal Control & Rescue
SALARY: $21.42308/hr $44560/yr)

CLOSING: Open until filled

Job Summary/Scope
Enforces Animal Control ordinances to ensure the safety and protection of citizens and the humane treatment of animals. Educates the public on ordinances and proper care of animals. Plans and coordinates activities of animal control officers. Direct supervisory responsibilities. No budgetary responsibilities.

Supervisory Responsibility
Integral to the position of Senior Animal Control Officer is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching training guiding evaluating correcting and if necessary disciplining.

Essential Duties and Responsibilities
  • Supervises Animal Control Officers in the field reviews the work of animal control officers notifies Animal Control Manager of performance issues. Completes performance appraisals for officers.
  • Inspects and performs operator maintenance on divisional vehicles.
  • Investigates complaints from the public and other agencies regarding nuisance stray uncontrolled dangerous or diseased animals.
  • Conducts investigations of complaints regarding animal cruelty and neglect; investigates animal bites arranging for appropriate identification and quarantine.
  • Explains local ordinances relating to the care and control of animals filing of complaints and policies of the shelter to the public.
  • Issues citations for violations of applicable regulations; patrols assigned areas.
  • Captures stray and unlicensed animals for impounding; removes dead animals from public and private properties; transports injured animals and provides for their care.
  • Testifies in court regarding citations and disposition of complaints.
  • Operates humane traps mobile radios cellular phones and related animal control tools and equipment.
  • Identifies basic symptoms of common animal diseases and recommends veterinary medical care to the animal owner.
  • Assists Animal Control Supervisor with specialized tasks.
  • Instructs employees on tranquilization methods and technical and safety procedures. Trains new employees in animal control related ordinances and field work as required. Provides assistance to officers on difficult cases.
  • Assists police officers and fire department officials with special cases involving animals.
  • Advises Animal Control Supervisor of equipment and supply needs. Purchases supplies as needed and pays for services.
  • Prepares written reports concerning field activities code violations and complaint investigations.
  • Monitor and approve leave for Animal Control Officers.
  • Oversees building maintenance and repairs.
  • Develops and maintains emergency response program plans and executes emergency response training for staff.

Other Duties and Responsibilities
  • Inventories animals equipment and supplies.
  • Performs various office duties including answering telephone receiving and dispatching information on complaints.
  • Assists with tranquilization and euthanasia of animals.
  • Performs all other related duties as assigned.

Required (Essential) Knowledge Skills and Abilities
  • Knowledge of City ordinances pertaining to animals zoonotic diseases sanitation & disinfectant procedures chemical capture and euthanasia procedures (within probationary period).
  • Knowledge of appropriate care of various species of animals.
  • Requires knowledge of City codes regulations and other enforcement provisions or demonstrated ability to learn and enforce these regulatory requirements within the first six months of employment.
  • Knowledge of tranquilization methods and tools and other specialized equipment.
  • Knowledge of personal property rights.
  • Some knowledge of location of City streets
  • Skills in the appropriate and safe capture and care of all species of animals.
  • Skills in customer service problem solving time management investigation and report writing.
  • Ability to communicate effectively both orally and in written form.
  • Ability to work independently using good problemsolving skills and judgement.
  • Ability to prioritize work as well as that of subordinates.
  • Ability to deal effectively with the public and communicate with unhappy or difficult individuals.
  • Ability to train Animal Control Officers in all aspects of field work.
  • Valid drivers license required
  • Must have or be able to obtain certification from the Missouri Animal Control Association within one year from the date of appointment.
  • Must have or be able to obtain chemical capture certification within probationary period.
  • Ability to use computers and various office machines including digital cameras and camcorders.

Material and Equipment Directly Used
Operates a light truck. Uses catch tools to control animals and a twoway radio to communicate. Operates chemical capture equipment euthanasia equipment and incinerator. Operates a personal computer and other general office materials and equipment such as a copier and fax. There may be times when use of personal vehicle may be required.

Working Environment/Physical Requirements
This work requires the regular exertion of up to 25 pounds of force frequent exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires speaking or hearing using hands to finger handle or feel reaching with hands and arms and lifting frequently requires standing walking and sitting and occasionally requires climbing or balancing stooping kneeling crouching or crawling tasting or smelling pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data visual inspection involving small defects and/or small parts using of measuring devices operating machines operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions frequently requires uncooperative animals and occasionally requires wet humid conditions (nonweather) exposure to fumes or airborne particles exposure to toxic or caustic chemicals exposure to vibration exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and foul odor; work is generally in a moderately noisy location (e.g. business office light traffic).

Education
High school diploma or equivalent required. One to three years experience in animal control or related field required. Ability to obtain certification from the Missouri Animal Control Association within 18 months of employment.
Passing of a drug screening required prior to appointment.
