Founded in 1996 CMES Inc. is a rapidly growing privately held Georgiabased civil construction company. We are seeking to add a Director of Preconstruction to our team to support our continued rapid growth within the highway construction industry.

Overview: The Director of Preconstruction holds a pivotal role in our organization assuming overall responsibility for the efficient operation of the Estimating Department. As a key member of our leadership team the Director of Preconstruction plays a crucial role in shaping and implementing standardized procedures methods and processes for estimating. This position requires strategic thinking leadership skills and a wealth of experience in Heavy Highway construction estimating.

Responsibilities

Strategic Bidding:
  • Determine project selection bid strategies and prequalification requirements.
  • Evaluate and address project plans and specifications to confirm complete scope.
Risk Assessment and Profitability:
  • Identify and assess areas of profitability construction risks and resource management.
  • Review constructability issues with operational staff prior to bidding making informed decisions.
Value Engineering:
  • Analyze alternate means and methods implementing Value Engineering principles to determine the most economical alternatives.
Estimate Package Review:
  • Conduct a thorough review of all final estimate packages ensuring accuracy and completeness before bid submission.
Contract Negotiation:
  • Provide technical assistance in negotiating contracts change orders and other project documentation as required.
Stakeholder Management:
  • Build effective relationships with customers design teams specialty contractors suppliers and user groups in alignment with company values.
Department Management:
  • Manage and coordinate department functions including staffing wage reviews work assignments and performance evaluations.
  • Represent Estimating Department progress and schedule in Monthly Managers Meetings.
Industry Engagement:
  • Actively participate in industry client and community relations to enhance the companys image.
  • Assist project personnel on successful proposals as needed.
Quality Assurance:
  • Participate in periodic reviews and visits to projects as appropriate.
  • Ensure adherence to established department standards for deliverables.

Qualifications & Skills Requirements:
  • 1015 years of estimating experience in Heavy Highway construction including alternative delivery methods.
  • BS degree in Civil Engineering or equivalent.
  • Demonstrated knowledge of estimating processes technology HCSS HeavyBid Agtek Bluebeam Microsoft Suite and related software.
  • Thorough understanding of DOT work contracts local municipal and state agencies supporting trades scopes timelines scheduling and sequencing of work.
  • Experience in a leadership position planning and delegating work providing clear direction and goals.

CMES Inc. was founded in February 1996 by professional civil engineers. The initial operations of CMES Inc. were conducted from their home in Lawrenceville Georgia. The founders were only employees for a time working diligently to obtain and complete projects within budget and on time as per contract specifications.

Today we are still young but also an aggressive company comprised of experienced professionals from the engineering design analysis construction and project management fields. We have grown to a workforce of over 300 dedicated employees and a fleet of more than 400 heavy construction equipment and vehicles. Our corporate office is located on a 67000 square foot facility which houses contracts estimating administrating accounting human resources and our fleet departments. CMES Inc. ranks among the Top 5 Heavy Highway Contractors based in Atlanta. In turn the company has grown steadily over the years which is evidenced by revenues exceeding $100M.

Certifications from various entities in the MetroAtlanta area are held by CMES Inc. and include DOT certifications MBE and EBO/ABE.
