Job Description

Do you ever wish the work you did mattered Really mattered We are looking for an experienced Project Manager in Disaster Management to help manage federally funded disaster recovery efforts throughout Florida. The person selected for this role will help lead largescale and resilient disaster recovery and/or mitigation programs in areas impacted by natural disasters. The successful candidate will be responsible for the flawless of programs anticipating and meeting clients needs and strategically positioning the companys resources and expertise to grow the business.

The ideal candidate will be a proven Project Manager with a track record of superior and growth and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation build strong solutions to impacted areas and provide strong risk management. This position also requires indepth experience in the U.S. Department of Housing and Urban Developments (HUD) Community Development Block Grant (CDBG) or Community Development Block Grant Disaster Recovery (CDBGDR) programs as well as other applicable Federal disaster recovery crosscutting regulations.

You will work onsite and remotely with senior staff subject matter experts and junior staff to support local government clients to provide technical assistance and guidance develop policies and procedures and design and implement programs for postdisaster recovery efforts. Responsibilities may also include serving as an expert on policy and regulatory issues developing written materials and management/job aid tools managing staff and subcontractors and working directly with the client to creatively prevent and solve issues.

This is a seniorlevel position requiring the ability to think on ones feet and adjust to an everchanging environment. This position requires significant time working onsite in client offices. The amount of onsite client location work will vary based upon client needs but may range from 4080 of weekly time. For this reason we have a strong preference for candidates local to Florida.

Key Responsibilities:

  • Lead the development coordination and operation of various large complex CDBGDR funded programs.
  • Serve as the direct interface with state/local client agencies including highlevel elected and appointed officials as well as senior program staff.
  • Lead coordination and control over of all programs activities schedule budget and scope including monthly forecasting and project management reporting.
  • Lead all necessary high profile programwide public presentations and meetings subrecipient meetings and government or nongovernment stakeholders meetings.
  • Lead coordinate and evaluate the performance of all project staff.
  • Monitor program performance status and establish necessary tools for control over programs results.
  • Maintain a complete understanding of all applicable program policies requirements procedures guidelines; and shall possess knowledge of regulatory and statutory compliance requirements for CDBGDR and similar programs/projects.
  • Ensure all program participants including subrecipients vendors and stakeholders are aware of any policy changes.
  • Manage multiple subcontractors simultaneously.
  • Serve as the key project interface with ICF leadership delivering updates on milestones/challenges and using datadriven reporting and analysis to inform decisions.

Minimum Qualifications:

  • Bachelors degree.
  • 2 years of project management experience with federally funded projects.
  • 5 years of experience managing complex crossfunctional teams to achieve high levels of production meet tight deadlines and deliver compliant quality work products while managing client relationships and project profitability.
  • 5 years of indepth and handson knowledge of the CDBG/CDBGDR programs regulations and implementation.
  • Disaster recovery experience at the grantee level or with a consulting firm that has worked directly with CDBGDR grantees.

Preferred Skills/Experience:

  • Certification as a Project Management Professional (PMP)
  • Experience with FEMA and other disaster recovery funding mechanisms and crosscutting federal regulations.
  • Business capture and development and proposal writing experience.
  • Demonstrated success managing complex crossfunctional teams to achieve high levels of production meet tight deadlines and deliver compliant quality work products while managing client relationships and project profitability.
  • Experience with state and local governments and the types of initiatives necessary to help them rebuild their economy and culture following significant disruptions such as natural disasters.
  • Demonstrated ability to internally monitor all program and project activities to ensure quality control and quality assurance and be prepared for Federal audits of program activities.
  • Ability to formulate strategies to create new creative approaches and profitable solutions.

Pay Range There are multiple factors that are considered in determining final pay for a position including but not limited to relevant work experience skills certifications and competencies that align to the specified role geographic location education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on fulltime employment is:

$97656.00 $166016.00
