THIS IS A NEW ASSEMBLEDEXAMINATION. The eligible list resulting from thisexamination will cancel any existing list and may last approximately one yearbut can be extended.

ALAMEDACOUNTY HEALTH

AlamedaCounty Health is the local government agency that promotes and protects thehealth and wellbeing of all who live work learn and play in Alameda County.We coordinate services and cultivate partnerships with community organizationsand providers to help ensure access organize and deliver health care andservices to people with MediCal and without insurance support resilientcommunities and improve health for all. Alameda County Healthsdepartments and programs focus on services and support that provide care forthe whole person.

The Behavioral Health Department provides mental health and substanceuse services for people with MediCal and without insurance and supports peoplealong their path to wellness recovery and resilience.

The Environmental Health Department works to keep our airwater and food safe; it regulates protects and promotes the health ofeveryone in Alameda County by enforcing environmental health codes to reduceexposure to toxins and diseases.

The Public Health Department focuses on community andpopulationlevel health preventing and addressing root causes of healthinequity across a range of communicable and chronic diseases.

Alameda County Health also provides services through Housing andHomelessness Services Emergency Medical Services Agency HealthPAC andHealthy Schools and Communities.

PUBLICHEALTH DEPARTMENT

As part of Alameda County Health the Public Health Departmentworks in partnership with our local communities to ensure the optimal healthand wellbeing of all people. We monitor health status and service deliveryprevent disease mobilize communities conduct outreach and promote healthpolicy and education. We actively seek partnerships and engage with thecommunity to improve community health through a dynamic and responsive processthat respects diversity addresses health equity and challenges us to providefor present and future generations.

We are nurses doctorscommunity psychologists epidemiologists dentists medical social workersphysical and occupational therapists dietitians outreach workers healtheducators program managers and prehospital care coordinators.

THE POSITION

Under general supervision plans conducts and evaluates epidemiological research studies; determines disparities in health outcomes or patterns of disease in a community; designs data collection tools; conducts data analysis; assists in the management of disease surveillance systems and health status measurements conducts epidemiologic investigations or program evaluations and performs related work as required.

THE VACANCY

The current vacancy for this position is located within Alameda County Health. The immediate vacancies are found in the Public Health Departments Community Assessment Planning and Evaluation (CAPE) division. However the eligible list resulting from this recruitment may be used to fill future vacancies in other program areas.

IDEAL CANDIDATE

In addition to meeting the minimum qualifications below the ideal candidate will be an epidemiologist well versed in principles and practices of public health including but not limited to disease surveillance epidemiologic methods and data analysis; will possess a keen attention to detail and commitment to meeting objectives. Additionally the ideal candidate will have demonstrated a track record of success in:

  • Manipulating analyzing and synthesizing data for reports presentations and publications.
  • Assimilating and applying new jobrelated information in a timely manner.
  • Integrating information from a variety of sources; detecting trends associations and causeeffect relationships.
  • Delivering presentations suited to the characteristics and needs of the audience.
  • Gathering and interpreting pertinent data from a variety of sources and identifying trends available through regular channels and alternative sources.
  • Leveraging resources taking advantage of available resources to complete work efficiently while prioritizing more critical and less critical activities and assignments and adjusting priorities as appropriate.
  • Using formal informal and systematic methods to impart information to others that increases organizational effectiveness.

    MINIMUM QUALIFICATIONS

    EITHER I

    Experience:

    The equivalent of two years of fulltime experience in the class of Epidemiologist I in the Alameda County classified service.

    OR II

    Education:

    Possession of a bachelors degree from an accredited college or university in epidemiology biostatistics social/behavioral sciences or another closely related field.

    AND

    Experience:

    The equivalent of four years fulltime professionallevel epidemiology experience preferably in a public health health care delivery or academic institution setting.

    OR III

    Education:

    Possession of a masters degree from an accredited college or university in epidemiology biostatistics social/behavioral sciences or another closely related field.

    AND

    Experience:

    The equivalent of two years fulltime professionallevel epidemiology experience preferably in a public health health care delivery or academic institution setting.

    Substitution:

    Possession of a Ph.D. or DrPH in epidemiology biostatistics social/behavioral sciences or another closely related field from an accredited college or university may be substituted for two years of the required professional experience in either pattern II or III.

    License:

    Specified positions may require possession of a valid California drivers license.

    NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    Knowledge of:

    • Epidemiological methods and study design.
    • Data collection tools and methods.
    • Public health surveillance methods.
    • Data management principles and methods.
    • The Ten Essential Public Health Services.
    • Disparities in health outcomes for vulnerable populations and the role and influence of socioeconomic behavioral and environmental factors affecting health risks and status.
    • Principles and practices of program evaluation.
    • Data processing and statistical analysis methods.
    • Statistical analysis software e.g. SAS SPSS STATA R.
    • Database software e.g. ACESS SQL.
    • Principles and practices of program evaluation.

    Ability to:

    • Develop data collection tools and procedures.
    • Process and clean data for analysis.
    • Design and conduct program evaluations.
    • Access and maintain surveillance and data systems.
    • Conduct statistical analysis using statistical software.
    • Summarize and interpret data analysis for reports and publications.
    • Prepare clear accurate and effective reports correspondence policies protocols and other written materials.
    • Represent the department and the County in meetings with other agencies.
    • Identify and collect valid and reliable quantitative and qualitative data and information.
    • Maintain accurate records and documentation.
    • Exercise sound independent judgment within established procedural guidelines.
    • Exercise interpersonal sensitivity and group interaction skills to establish and maintain effective working relationships.
    • Operates a variety of standard office equipment.
    • Communicate clearly and effectively orally and in writing with attention to linguistic preference and cultural proficiency.
    • Understand and incorporate the Agency and Departments core values and ethical standards of practice into all interactions with individuals organizations and communities.

    EXAMINATION COMPONENTS

    THEEXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

    1. A review of applicants applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.
    2. A review of candidates Supplemental Questionnaires to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.
    3. An oral interview which will be weighted as 100 of the candidates final examination score. The oral interview may contain situational exercises.

    CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THISEXAMINATION.
