Job Description

Drug Testing Program Administrative Manager (DTPAM)

Required Qualifications:

Individuals are ineligible to serve if they have a record of disqualifying civilian adverse action conviction by courtsmartial or civilian criminal court. Additionally the individuals are ineligible if they have received nonjudicial punishment under Article 15 UCMJ (or for ANG members similar actions under the relevant States code) or a Letter of Reprimand or similar administrative action (Letter of Admonishment Letter of Counseling) for misconduct involving dishonesty fraud or drug abuse.
Cannot have an active Unfavorable Information File following guidance in DAFI 362907 Adverse Administrative Actions.
Must be an individual possessing unquestionable integrity and trustworthiness.
Must have no pending UCMJ action pending civilian criminal action or disqualifying adverse action or pending administrative action (Separation Letter of Reprimand/ Counseling/Admonishment for dishonesty fraud or other integrity offenses).
Must perform their duties without bias and uphold the privacy respect and dignity of all participants within the DDRP.
Cannot have a medical or mental health condition that precludes the individual from responsibly performing their assigned duties.
Cannot be six months or less away from either separation or retirement from DAF at the time they are appointed.
It is highly preferable individuals are fulltime civilian employees permanently assigned to serve a minimum term of 12 consecutive months (two years recommended) to ensure a high level of program integrity.

Duties include but are not limited to the following:

Performs the various types for DDRP testing to include but not limited to: Random (IR) Unit Sweeps (IU) Inspection Other (IO) Other (OO) Probable Cause (PO) Consent (VO) Commander Directed (CO) Rehab Testing (RO) Accession Testing (NO) Medical (MO) and other types of testing as listed in DAFMAN 44197 as required.
Maintains a current contact listing of all unit Commanders First Sergeants trusted agents and legal office personnel. Provide an updated copy of the list by the 10th of the month to NGB/SG. A program continuity book will be provided by the COR upon assignment.
Provides Commanders and First Sergeants DDRP training within 6 months of assumption of duty. Training must be documented via training signin sheet and must be provided to the COR within 5 business days of training. If the Installation or Unit Commander delegates their trusted agent authority WDDRPMs/DTPAMs shall verify appointments and provide training to all Installation Trusted Agents IAW DAFMAN 44197/AFMAN 44198. Copies of the Trusted Agent appointment letter(s) shall be provided to the assigned COR within 5 business days.
Ensures specimens are collected packaged stored and shipped IAW DAFMAN 44197 and AFMAN 44198 and relative NGB/SGOH DDRP guidance.
Maintains electronic record of all DDRP documents (i.e. signed notification letters testing register 2624 MFR appointment letters signed Observer briefings etc. in secure electronic storage provided by the Government for a minimum of 5yrs from the date of collection. Additional DDRP file plan guidance is available from the BRM and the Air Force Records Information Management System (AFRIMS) 44Series Table and Rule. Electronic copies of DDRP documents may be requested and shall be sent via secure Government email by the WDDRPM to the Installation Commander or WG/CC SJA or COR within 24 hours. of the request during standard operating hours.
Ensures secure storage for official drug testing supplies. Facilities (secure storage work area etc. are noted in DAFMAN 44197. Access is limited to WDDRPMs and DTPAMs IAW DAFMAN 44197.
During the CFOC the WDDRPMDTPAM shall also address any concerns or issues related to DDRP communication members reporting for testing specimen shipping as well as prevention education and outreach opportunities or initiatives as approved by the NGB/SG office.
Manages drug testing sessions or PE&O events and /initiatives as needed where fulltime WDDRPMs are not located. DTPAMs will also serve in the alternate WDDRPM capacity as needed.
