Primary Purpose:

Provide strategic oversight coordination and communication for the Districts bondfunded projects. This position focuses on bond program management and interdepartmental collaboration to ensure bond construction initiatives align with District priorities. The Director of Capital Planning works closely with governing bodies bond oversight committees District leadership building principals and community stakeholders to build consensus and maintain transparency in all bond constructionrelated matters. This position will be entirely devoted to effectuating bondfunded projects.

Education / Certification:

Education: Bachelors degree in education or a related field. Masters degree preferred.

Experience: Two years of administrative experience in a leadership or planning role. Principal experience preferred.

Skills: Strong leadership strategic planning and communication skills with knowledge in publicsector construction management.

Special Knowledge / Skills:

1. Expertise in strategic planning capital improvement bond programs and bond project management.
2. Understanding of school finance budgeting and bond funding processes.
3. Ability to communicate effectively with principals directors coordinators and District leadership to build alignment on bond projects.
4. Experience working with governing bodies school boards municipalities and regulatory agencies.
5. Ability to analyze growth patterns and enrollment projections to ensure alignment with District priorities and bondfunded projects.
6. Proficiency in stakeholder engagement consensusbuilding and clear communication diverse audiences.
7. Understand construction laws and contract administration to effectively communicate project constraints timelines and expectations fostering alignment and informed decisionmaking across the district.
8. Familiarity with educational facility requirements and alignment of bond projects with instructional goals.
9. Ability to develop and implement Districtwide policies and procedures related to facilities and construction.
10. Strong data analysis and reporting skills to support transparent decisionmaking.

Major Responsibilities and Duties:

Department Leadership

1. Serve as the Districts primary liaison for construction planning with District and construction leadership local municipalities and community stakeholders.
2. Facilitate communication and collaboration across departments to ensure bond projects align with educational and operational goals
3. Lead internal strategic planning efforts for bond projects ensuring alignment with District goals and clear communication across all stakeholders.
4. Represent the District in meetings with city planners real estate professionals and external agencies to address facility needs.
5. Develop strategic initiatives that promote collaboration alignment and informed decisionmaking to optimize bondfunded projects.

Facilities and Construction

1. Serve as the key liaison between external planning teams and internal staff.
2. Maintain uptodate records on school capacity facility conditions and future space needs and the impact of such on bondfunded projects.
3. Monitor District growth and demographic trends and the impact of such on bondfunded projects.
4. Work closely with the Chief Operations Officer and the Director of Construction to ensure planning efforts align with project .
5. Ensure all new construction and renovation projects support educational programming goals.

Stakeholder Communication & Public Engagement:

1. Communicate complex facility planning and construction topics in a clear accessible manner.
2. Facilitate communication among stakeholders promoting consensus and supporting the of bond initiatives from planning through implementation.
3. Provide regular updates on project progress to District leadership and governing bodies ensuring alignment and informed decisionmaking.

Budget

1. Work with leadership and advisory committees to ensure stakeholder transparency and accountability.
2. Track and report bond expenditures project timelines and budget updates to district leadership and governing bodies.
3. Develop and maintain publicfacing communication strategies regarding bond projects.

Department Personnel

1. Provide leadership and guidance to facilities planning staff.
2. Oversee training and professional development programs for District employees related to bondfunded projects.
3. Collaborate with human resources to ensure appropriate staffing levels to meet District construction planning needs.

Other

1. Attend Board meetings and provide presentations on bond construction planning initiatives.
2. Serve on District state or community committees as needed.
3. Stay informed on best practices and emerging trends in school bond construction planning.
4. Perform other bond construction related duties as assigned by the Chief Operating Officer.

Supervisory Responsibilities:

Supervise and evaluate the performance of facilities planning staff.
