Reporting to the PreConstruction Director the Proposals Manager is responsible for developing supporting and managing the Proposal activities across the Ontario Buildings District. The incumbent will work in collaboration with the Senior Vice President Business Development and Community Engagement to understand national business development activities. This role operates within a matrix organizational structure in which there are several direct and indirect reporting relationships and can positively impact the Buildings Group across all regions.

This position will be located onsite at our Ottawa. office with travel to project sites as necessary.

Responsibilities

Leadership

  • Demonstrate and contribute to it becoming embedded across the organization.
  • Promote the best interest of the Company.
  • Conduct performance plans and assessments with direct reports.
  • Maintain a high level of morale among direct reports.
  • Act as a coach and mentor to direct and indirect reports.

Business Development and Proposals

  • Led the proposals team and was responsible for the development of all Ontario Proposals.
  • Lead and coordinate operating activities with the Proposal Coordinators in weekly and quarterly marketing meetings.
  • Coordinate the proposal effort amongst regional Proposal Coordinators including management of proposal templates and resources.
  • Manage resourcing of Proposal Coordinators and resources accordingly to support Ontario proposal efforts.
  • Define and set standards of quality for proposals including reviewing Ontario and regional submissions as required.
  • Provide strategic proposal support for large strategic pursuits.
  • When necessary provide proposal support to Proposal Coordinators including but not limited to:
  • Coordinate the proposal preparation and submission.
  • Read and distribute RFPQ/RFP information to the pursuit team.
  • Create a responsibility matrix for the pursuit team for required tasks to win.
  • Distribute requests for information internally as required.
  • Centralize and standardize RFP content.
  • Set deadlines for content.
  • Strategize on proposal content and work with identified proposal lead.
  • Arrange and record proposal team meetings.
  • Work with proposal lead to draft content.
  • Manage technical content to be provided by the project director project manager Superintendent or other departments.
  • Work with external vendors and stakeholders to obtain their input and information.
  • Review and editing of proposal material drafted by the proposal lead.
  • Arrange for proposal reviews; andcopy collate bind distribute courier and deliver all proposals.
  • Manage the Business Development CRM (Salesforce) and create regular reporting for the Vice President Preconstruction Services.
  • Coordinate with regional Proposal Coordinators to ensure data forecasting probabilities and account information is current in Salesforce.
  • Develop business development updates for quarterly reports.
  • Manage and maintain corporate memberships.

Budgeting and Events

  • Coordinate and assist in the annual development of the Ontario Buildings Group Business Development and Marketing budget.
  • Track the budget and ensure campaigns activities and expenditures are within the authorized budgetary framework; and
  • Continuously seek innovations and efficiencies in the delivery of marketing and support activities.
  • Work closely with regional Directors and Business Development to understand their regional business development activities and regional marketing budgets.
  • Ensure regional Directors and Business Development update the national events calendar and manage their regional content.

Qualifications

  • Undergraduate degree or diploma in business administration communications or related field.
  • 10 years experience in a proposal business development or technical marketing department.
  • Proficiency with Salesforce CRM an asset.
  • Proficiency with InDesign Photoshop and Adobe Illustrator.
  • Ability to lead and operate within an environment where change happens frequently.
  • Commitment to recruiting mentoring training and retaining a focused team; the foresight and ability to delegate accordingly.
  • Strong leadership capability as evidenced by demonstrable success in team / collaborative work environments.
  • Ability to forge grow and maintain positive relationships.
  • Ability to manage multiple priorities simultaneously and meet the time demands of unpredictable activities capable of handling pressure and challenges in a dynamic business environment.
  • Ability to demonstrate a high level of confidentiality including tact and discretion in preparing disclosing and handling information of a sensitive nature.
  • Ability to work within tight deadlines and prioritization of work to achieve them.
  • Strong analytical critical thinking troubleshooting problemsolving skills and a high degree of accuracy and attention to detail.
  • Highly developed interpersonal communication and organizational skills.
  • Demonstrates a sense of urgency and a strong commitment to achieving goals; ability to work in a challenging fastpaced environment.
  • Ability to work collaboratively with a positive attitude.
  • Superior written and verbal communication skills including proposal creation email communications and phone presence.
