What you will do at the Department of Economic Equity and Opportunity:

The Section 3 Project Monitor is a member of the Worker & Community Protection Program at the Harris County Department of Economic Equity & Opportunity. As part of the Inclusive Procurements Division the Worker & Community Protection Programs ensure that contractors getting paid deliver on promises they made on compensating workers operating a safe working environment and creating economic opportunity in communities.

The Section 3 Project Monitor will monitor assigned projects of Harris County Housing & Community Development and Harris County Flood Control Department to ensure compliance with the United States Department of Housing and Urban Development (HUD) and Texas General Land Office (GLO).

Duties and Responsibilities:

  • Administrative Duties: This position involves coordination with contractors project managers and various departments. It also involves interface with organizations and individuals outside of Harris County as well as elected officials of Harris County. Conducts prebid/construction conferences to discuss and inform subrecipients and contractors of Section 3 requirements. Researches analyzes summarizes and prepares reports.

  • Project Monitoring & Job Site Visits: Monitors submitted compliance documents in LCPtracker system which includes reviewing approving or rejecting Section 3 documents. Reviews Section 3 reports submitted by subrecipients and contractors to ensure compliance with Section 3 regulation. Explores best practices to enhance and maintain internal Section 3 monitoring tools. Conducts site visits and participates in construction progress meetings.

  • Compliance: Explains Section 3 requirements to federally funded stake holders subrecipients and contractors. Provides timely technical assistance to subrecipients and contractors. Oversees contractor submittals and database maintenance resolves issues conduct technical assistance (virtual or in person). Maintains proper contract and compliance documentation on file.

  • Others: Participates in special projects outreach events and other duties as assigned.
