About the Position
Dexis Professional Services (DPS) seeks Financial Advisory Consultants to support of a U.S. Government Agency (USG). Financial Advisory Consultants will be an integral part of the USG efforts to expand its portfolio of transactions in the region and mobilize private capital towards highquality deals with strong development impact. The Financial Advisory Consultants will assist in sourcing vetting and supporting the structuring of transactions across its product offerings from direct equity to loans guarantees political risk insurance and technical assistance. Financial Advisory Consultants shall provide subject matter expertise consulting and professional services as needed. Guided by a Regional Managing Director (RMD) or as directed Financial Advisory Consultants will work closely with investment teams based in Washington D.C. as well as other USG /interagency staff in the region to understand and execute on Agency and sectorspecific priorities and investment requirements.
Financial Advisory Consultants will support the USG in its management of often complex and sensitive finance projects in the regions. At this level Financial Advisory Consultants provide critical support to the USG business development analysis of commercial and economic issues supporting the USG when no need for agreements outside of already established parameters is expected. Financial Advisory Consultants will be based in designated cities in the IndoPacific Latin America and Eastern Europe with good connectivity across the region and will focus on a broad range of sectors including energy and energy security infrastructure critical minerals healthcare technology affordable housing telecommunications and service industries water and sanitation manufacturing agribusiness and onlending to micro finance and banking institutions.
Specifically we are looking for experience in the following regions/countries:
Responsibilities
Market Research and Analysis: Sourcing potential clients:
- Leads organizes and develops market intelligence and analysis on potential clients and other business development leads in the USGs focus sectors based on their eligibility (e.g. energy and energy security infrastructure agriculture health and financial services).
- Identifies sources of potential information and devises methods and strategies to identify opportunities and challenges facing countries under coverage and sectors; develops relationships and manages robust communication networks with potential deal leads and other key stakeholders.
- Identifies key potential clients or client groups associations industry sectors regions and/or target markets on which the USGs marketing efforts should align with the USGs priorities.
Sourcing and Developing Transactions: Diligence and Underwriting:
- Performs earlystage analyses in close coordination with a Regional Managing Director of the proposed projects commercial viability and development impacts. Conducts indepth analysis of new transaction proposals to determine their financial technical economic legal and political feasibility and shares recommendations on such analysis with a Regional Managing director on whether the proposals should proceed for additional scrutiny.
- Works with and modifies sponsorprovided financial projections to assess logical model construction and adequacy of business case assumptions for the proposed the USGs financing and/or insurance. As necessary as part of the due diligence process and when requested bythe USGs officers creates financial models and conducts sensitivity analyses to test project assumptions and key economic drivers.
- Consultants as required by the USGs with recognized industry experts on the technical aspects of proposed projects. To that end obtains information through field visits correspondence with officials of the host country private firm representatives U.S. AID and Embassy personnel and other sources needed to analyze applications for the USGs financing assistance.
- Supports the USGs negotiations with key interested parties onthe USGs loan terms including collateral security and completion support and policy requirements. Assists and advisesthe USGs in the coordination of project financial plans and cocreditor or re/insurance arrangements with other creditors such as development banks (and other development finance institutions in the region active in countries where the USGs is eligible to invest and commercial or investment banking institutions.
- Performs initial financial due diligence of potential transactions assists in structuring viable financings and supports the USGs screening committee and other approval processes as necessary.
- Reviews proposals submitted for all the USGs programs to determine their suitability. In those cases where projects do not qualify for the USGs assistance consultant refers sponsors to other appropriate entities for assistance.
- Exercises a high level of tact and diplomacy in counseling clients who do not qualify for the USGs support.
- Coordinates with the relevant the USGs business lines in Washington D.C. to develop screening memos to present to the appropriate business line.
- Works with client to fulfill the USGs requirements and complete screening and other application requirements. In coordination withthe USGs deal teams works with Credit Policy and Development Policy in support of negotiations with key interested parties on the USGs financing terms including collateral security and completion support as well as policy requirements.
- Works with key stakeholders in country to push transactions through screening to commitment as needed. Supports the USGs in the preparation of recommendations and required papers and correspondence. Supports the USGs deal team to present loan proposals to the various the USGs approval committees. Supports the USGs deal teams with reviews and comments on contracts obtaining appropriate agency clearances and in obtaining investors signature and fee where requested.
Internal and External Stakeholder Engagement:
- The consultant may serve as senior point of contact for the USG in the country when designated.
- Supports business development sourcing diligence and evaluation trips of key the USGs personnel in D.C. and the USGs leadership as is necessary.
- Maintains communication with U.S. and foreign corporations U.S. and foreign commercial banks relevant business associations and development finance institutions as required for research and marketing as well as due diligence transaction and post close monitoring of the regional portfolio.
- Cooperates and collaborates with other the USGs managers of business development programs and other initiatives (e.g. policy coordination group) to help assure their successful operation and implementation.
- Participates in regional industryspecific conferences or functional task forces to provide marketing advice as required. Leverages the U.S. interagency to support U.S. and international companies investing in eligible countries in the region. Supports visiting the USGs executives.
Minimum Qualifications
- Masters degree in business studies international relations finance business economics political science or a related field with an optional CFA.
- A minimum of 710 years of experience working in an investment role (as an originator analyst underwriter etc..
- Experience with financial modeling and financial statement analysis.
- Local solid networks in the region.
- Expert understanding of emerging market venture debt growth capital private equity markets political risk insurance and other investment products.
- Expert skill in analyzing business plans for equity and debt investments in emerging markets and the ability to evaluate the effectiveness of prospective company managers in carrying out the proposed business plan.
- Ability to negotiate and structure complex finance agreements.
- Skilled in working with key internal and external stakeholders in a strategic and discrete manner.
- Broad and comprehensive knowledge of international business practices.
- Working often independently or with minimal supervision on simultaneous projects in a complex environment and under deadlines.
- Excellent English speaking reading and writing skills.
- Demonstrated ability to produce written materials that are clear and succinct.
- Delivering customer service and resolving customer queries.
Preferred Qualifications
- Evaluating or responding swiftly to requests for financial support from entrepreneurs personnel or businesses.
- Experience evaluating and responding to requests to a development finance institution for financial support.
- Broad and comprehensive understanding of development finance and the work of development finance institutions.
- Experience working with USG orother development finance institutions.
Other requirements
- The consultant shall be a U.S. Citizen who can obtain and maintain a Public Trust clearance.
- The consultant may be required to travel to the USGs headquarters in Washington D.C. for fingerprinting and to receive a PIV card.
- The contractor will be based in designated cities in the IndoPacific Latin America and Eastern Europe.
