Responsibilities
The Global Capital Procurement Manager leads capital procurement planning and for major capital projects and/or segments of Eastmans global capital project portfolio. The objective of the capital procurement manager is to optimize cost schedule and quality parameters to meet or exceed the project objectives as well as demonstrate incremental value through negotiated cost savings enhanced optionality and reduced risks.
Major responsibilities include the following:
- Lead the generation and alignment of the project capital procurement management plan that will document procurement plans for the project from developing procurement strategies through bidding and contracting recommendations as well as how the work will be accomplished.
- Identify critical path goods and service requirements with options to inform the project schedule.
- Coordinate with sourcing managers for alignment to category strategies and identification of potential vendors.
- Create the equipment and material requirements lists the required service contracts and potential vendors to bid for each work breakdown element.
- Lead the project team in the development and implementation of commercial strategies including the selection process for engineering and/or construction services.
In the early stage of projects especially during option definition and basic engineering (FEL1/FEL2:
- Assist with project cost estimating and budgeting utilizing current pricing statistical estimates recent bid results and other methods.
- Develop risk profiles for longlead time items.
- Help generate options for lowering the overall cost of the project

- Create all the procurement documents required for the of the project with the project team (not all inclusive):
- Supplier lists
- Bid packages (RFI RFP) clarifications and analyses of responses
- Procurement reporting requirements
- Negotiation requirements and strategies
- Contracted performance management requirements
- Contracting requirements
- Oversee procurement aspects of the project risk register:
- Commercial schedule cost etc.
- Develop mitigation plans for assigned risks

As the project enters the phase for larger capital projects an EPCOM (Engineering Procurement Construction Operations and Maintenance) team may be formed and the capital procurement manager will be assigned as part of that team to represent Indirect Procurement and Sourcing responsible to:
- Lead either directly or indirectly teams of capital buyers (internal and/or contracted) to ensure timely purchase order placement and tracking of expected delivery.
- Coordinate expediting activities when necessary to meet the project schedule.
- Negotiate contracts and requirements that may be deviate from Eastmans standard terms and conditions.
- When schedule quality warranty or other contractual compliance issues occur lead or facilitate the development of negotiation strategies and discussions to maximize the value to Eastman.
- Lead or coordinate any required training of contractor personnel in our ERP system.
- The above may include temporary assignments working in the contractors office potentially internationally or at other Eastman sites.
Responsibilities 4
For of smaller capital projects the requirements will generally be the same as above. However they may require less intense efforts due to the size and utilization of current preferred suppliers to minimize the work required to create new sources.
- May be assigned to assist with major turnaround and shutdown activities or a portfolio of shutdowns.
- Many small capital projects will be included in the shutdown periods as well which the Capital Procurement Manager will also be responsible for managing.
- In accomplishing all the above:
- Incorporate a strong knowledge of material equipment and labor markets to help shape the procurement strategy.
- Work closely with Eastmans sourcing function to incorporate corporate sourcing strategies maximizing leverage and value across the enterprise utilizing Eastmans approved manufacturers lists and preferred agreements.
- Align with procurement operations and maintenance on the requirements for spares and maintenance items to maximize leverage and minimize the impact to working capital.
- Work with other functional partners such as Legal Risk Management Accounts Payable Logistics and Capital Assets to ensure objectives are achieved.
- Relentlessly pursue additional cost savings on materials equipment and services.
- Ensure Eastman fulfils ethical and legal obligations under internal policies external regulations and laws.
Qualifications
- Bachelors degree (technical or businessrelated degrees are required MBA a plus).
- Have at least 5 years of relevant experience in the functions noted above preferably in the Chemical industry either working for an Owner or in the EPC arena.
- Strong planning/project management skills accountability and follow through.
- Strong interpersonal and negotiating skills.
- Strong communication skills (written and verbal) from blue collar to executive audiences.
- Strong problemsolving and data analytical skills (ability to evaluate situations with multiple complex dimensions simultaneously).
- Embraces change ambiguity and complexity in the internal client base and external markets; utilizes these to generate value.
- Proactively meets challenges headon with a cando approach and a demonstrated bias for action.
- Experience engaging with outside vendors and suppliers is preferred.
