Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Our GO Expansion (GOE) Sponsor Team is seeking a Sponsor Officer to be part of the GOE Program to transform the GO network into a twoway allday regional rail service. The GOE Sponsor Team plays a key strategic crossfunctional and leadership role in defining project requirements and scope managing internal and external stakeholder expectations and safeguarding projects so that they are able to continue delivering GOE benefits throughout their lifecycle (i.e. through planning design construction operations). As a member of the GOE Sponsor Team you will work closely and collaborate with external stakeholders and internal multidisciplinary teams manage risks and resolve issues through options analyses and prepare presentations and memos to support senior leadership briefings and internal governance processes.

A successful Sponsor Officer is experienced in infrastructure planning development and/or operations excels at building and managing multidisciplinary stakeholder relationships is adaptable and able to learn new tasks and topics quickly has strong analytical and problemsolving skills and is adept at clear verbal and written communications.

What will I be doing

  • Support the Senior Manager GO Expansion Sponsor in ensuring that the benefits outlined in the GO Expansion Business Case and OnCorr Project Agreement are realized.
  • Assist with the preparation and update Sponsor Instructions to establish track and update requirements throughout the project lifecycle.
  • Provide analytical thinking and assist the GO Expansion Sponsors in challenging project assumptions.
  • Support the identification of risks assessment of implications and options for mitigation.
  • Assist with the development of strategic communication and stakeholder engagement plans to remove barriers to realization of benefits.
  • Prepare and participate in value management exercises seeking to optimize the balance between benefits and costs.
  • Communicate with various groups to identify gaps or challenges in collaboration between the groups and seek solutions to bridge the gap.
  • Support One Team conversations and interactions but not as subject matter expert.
  • As required represent the GO Expansion Sponsor Team at the table where and when needed including on Working Groups and other review and decisionmaking bodies.
  • Strategically plan meetings with desired objectives preparing agendas presentations briefing documents and maintaining action logs to ensure there is follow through and efficiency
  • Conduct research to inform optioneering exercises analyze issues and identify potential risk mitigation
  • Track budget and schedules for project delivery and the implications of any changes to these on the realization of benefits
  • Foster collaboration with internal stakeholders to mitigate risks and assist senior management with communication schedules and priorities to assist with resource allocation.


Qualifications

What Skills and Qualifications Do I Need

  • Completion of a degree in Public Policy Planning Business Engineering Applied Science or a related discipline or a combination of education training and experience deemed equivalent
  • Demonstrated experience leading strategic transportation and/or infrastructure planning and development projects/activities preferably in the public sector
  • Theories principles and practices of communication and protocol development and making evidencebased recommendations to support senior/executive level decision making
  • Clear analytical thinking and adaptability combined with strong organizational skills
  • Project management skills to manage effective communication and delivery protocols in support of the successful design and implementation of transportation planning projects
  • Management negotiation and influencing skills to discuss key technical issues foster multistakeholder collaboration to mitigate risks and assist senior management with major infrastructure and investment decisions
  • Awareness of the legislative and regulatory construction requirements impacting/related to transportation planning projects
  • Leadership/management skills to manage and motivate a team/unit and set high standards and clear expectations
  • Interpersonal and oral/written/presentation skills to prepare reports and translate and interpret complex technical communications to lay audiences
  • Professional Engineers of Ontario (PEO) Registered Professional Planner (RPP) designation recognized by the Ontario Professional Planners Institute (OPPI) Project Management Professional (PMP) certification is an asset
