The ELRC STARS Manager is responsible for the oversight of those actions and activities that facilitate ECE and School Age programs in the progression through Keystone STARS levels to achieve and maintain high quality. The ELRC STARS Manager is responsible for coordinating the case management activities of STARS Quality Coaching teams and the management of the
technical assistance and professional development functions of the ELRC. The STARS Manager is accountable for key deliverables including:
Targets for retention and movement monitoring and designation and implementation of continuous quality improvement supports. The STARS Manager works closely with the ELRC Director to plan resource implement coordinate and evaluate the professional development early intervention and quality coaching system of the ELRC region. This includes working with other managers and staff to achieve effective integration of all departmental functions throughout the ELRC management of essential
databases provision of financial and contract oversight producing financial and project reports and developing systems for the smooth implementation of professional development technical assistance early intervention and quality coaching activities.
Essential Functions and Responsibilities:
Oversee the implementation of the Keystone STARS system
Work with Quality Coaching teams to determine and clearly define goals and strategies
related to retention move up provisions for coaching and TA and use of supportive
services
Work collaboratively with supportive systems to assure the child care and schoolage
practitioner is able to access those services as needed
Ensure that data related to Keystone STARS is accurately recorded in the appropriate
data bases
Ensure that appropriate coaching and TA opportunities are offered to help practitioners
meet the Keystone STARS standards and improve quality.
Analyze monthly and quarterly reports for emerging trends current barriers and
demographic breakdowns.
Oversee the coordination of training and support of all Quality Coaches in the ELRC
region
Oversee the implementation of communication strategies to assure that early learning
practitioners are aware of coaching technical assistance and funding opportunities
available through Keystone STARS.
Coordinate Early Intervention supports to reduce incidents of suspension and expulsion
Assist ELRC Director in developing content and systems to produce reports that can be
used for program development and enhancement of existing programs.
In partnership with the Director serve as a liaison to higher education institutions to
implement a regional plan to support the ECE workforce in attaining certification and
academic degrees
In partnership with the Director develop the Regulatory Referral and TA budgets.
Provide assistance to the Director for annual planning and evaluation efforts.
Establish and maintain effective community relations including representing the
department and the ELRC at meetings.
Skills:
Extensive knowledge of best practices in Early Childhood Development; ability to apply
knowledge to program objectives and goals.
Ability to analyze synthesize and evaluate concepts and information.
Ability to formulate and carry out effective work plans.
Ability to facilitate the coordination of multiple tasks and manage a variety of projects
simultaneously.
Ability to build effective working partnerships with diverse stakeholders.
Ability to foster teambuilding and to work effectively as part of a team.
Ability to communicate effectively with employees other professionals government
agencies higher education institutions and other professional organizations in a positive
pleasant professional and productive manner in writing by telephone and in personal
contacts;
Ability to write reports and business correspondence.
Ability to lead productive meetings.
Extensive knowledge of personal computers and networked systems and their use and
applications for data base management tracking and reporting etc. in a human services
or similar environment
Ability to perform all required functions and responsibilities accurately completely and
in a timely fashion.
Ability to use effective problemsolving skills.
Qualifications:
Bachelors degree required advanced degree preferred in social work early childhood
education or related field. Masters degree preferred
Three to five years related experience in early childhood education or related field
Experience in outreach needs assessment planning marketing training and public
speaking
Demonstrated skills in and/or knowledge of project management fiscal management
relevant technology and professional development
