ProgrammeDescription
Globallycountries and companies are aiming to transition to a lowcarbon pathway in thecoming decades. Many countries have already announced their Net Zero emissiontargets starting 2050. India has also committed to a NetZero path and aims toachieve the same by 2070. India has also committed to setting up 500 GW ofnonfossil fuelbased power generation capacity 50 per cent renewable energy capacityreduction of one billion tonnes of carbon emission and reduction of carbonintensity by 45 per cent by 2030.1
Advancementsin hard and soft components of technology will be crucial for reductioncapture and offset of emissions. Technologies need to be designed and developedaccording to the local requirements. It is hence imperative that technologicalinnovations across the value chain be conceptualised designed nurtured andsupported proactively for applications in India. Given the magnitude of changethat is required India can become the global powerhouse that codevelopsdeploys manufactures exports and recycles these emerging and nextgenerationtechnologies.The research programme assesses the impacts andeventually drives technological advancements across the value chain miningprocurement manufacturing deployment reuse and recycling.
Purpose:
CEEWseeks to hire a Programme Associate for the newly set up Technology Futures team.The world needs a diverse set of clean energy technologies to rapidly addressthe climate crisis from solar photovoltaics and wind turbines to batterystorage and electric mobility. To achieve global netzero as per IEAsanalysis solar manufacturing capacity would need to grow two times while windmanufacturing capacity would need to grow four times and EV batterymanufacturing would need to be eight times between 2021 and 20302. Indias manufacturingsector is still a small player in the global industry supplying these vitaltechnologies and there is a need to increase Indias participation in theglobal clean energy value chains. The enablers for increased participation willbe codevelopment access transfer and ownership of clean technologies.International Trade and Policy will play an important role in building anecosystem to support these enablers.The individual will beresponsible for tracking global policies identifying trends and nuancesrelated to the International Trade of clean energy technologies and criticalminerals. The candidate is expected to analyse bilateral regional andmultilateral forums concerning developments in the clean energy technologiesecosystems. The candidate also be assisting in law and policy work related tothe programme working areas.
Weare looking for a candidate with a strong understanding of interlinkagesbetween trade law and policy and aptitude to work in a diverseinterdisciplinary team.
JobDuties and Accountabilities:
Develop research outputs invarious forms such as publications briefs memos and reports on Internationaltrade laws and policies concerning clean energy technologies and value chainsand critical minerals.
Analyse the impact thatmultilateral bilateral and regional partnerships will have on the developmentscaling up diffusion and sharing of clean technologies Analyse the impact ofunilateral measures economic integration agreements related to the trade ofclean energy technologies in India and the global south
Understanding internationaland subnational regulations governing the clean energy value chains
Tracking and analysing theimpact of clean technology and clean energy supply chain related discussions atmultilaterals and plurilaterals such as World Trade Organisation (WTO) WorldIntellectual Property Organisation (WIPO) United Nations Conference on Tradeand Development (UNCTAD) and IndoPacific Economic Framework (IPEF).
Build networks withinnovators in academia and industry in the energy transitions sector.
Participate inrelevant conferences workshops training programmes as necessary tocommunicate research findings and gain insights on new research in focus areas
Assist with projectimplementation including preparing presentations factsheets and othercommunication material
Accompany team members formeetings with other stakeholders and assist with relevant follow up
Assist in organisingwebinars workshops and roundtables as part of the teams outreach activities
Desirable Outcomes (first year)
Build CEEWs knowledge and database on internationalagreements treaties and frameworks on clean energy technologies and valuechains and critical minerals.
Develop an understanding oftrade and investment related disputes that have an impact on the clean energyvalue chain Author atleast one research output related to the workstreams Take up at least one institutional responsibility oractively work on one institutional initiative.
ShortlistingCriteria and key skills
A bachelors or masters degree in policy law economics orrelated degrees
Ability to summarise and communicate theinsights/findings as reports and presentations
Experience
Three to Sixyears work experience
Experience in working on academic/marketresearch projects is desirable
Mainskills
Ability to identify and analyse internationalcase lawstrade disputes policy issues etc. related to clean energy valuechains a
Good written and oral communication skills; Goodreport writing skills
A good understanding of the interlinkages betweentechnology trade investment law and policy
Strong analytical research skills and an acumen tounderstand geopolitics geoeconomics and international relations
Ability to use MS Office application suiteincluding MS Excel
