FAMLIsProject Management Office (PMO) is the central hub for the planningcoordination and of the projects necessary to launch the FAMLIprogram. The PMO provides structured guidance and oversight for projectspromoting best practices and setting standards that foster efficiencyaccountability and innovation. In overseeing the Divisions project portfoliothe PMO ensures that all projects align with the Divisions mission statutoryrequirements and organizational goals.
Werecounting on the PMO Manager to play a critical role in the FAMLI Division bycreating the PMO and supervising a team of Project Managers. This role willrequire a collaborative and flexible leader who can work effectively withcrossfunctional teams to achieve successful project . The projectsthat the PMO will oversee run the gamut of the FAMLI program implementationfrom operations and administration to financial and claims management. The PMOManager will oversee project planning progress tracking stakeholderengagement and the continuous improvement of processes all while championinga culture of creativity rigor and problemsolving within the team.
Weare building the PMO from the ground upjust like the rest of the Division andthe program itself. Theres no playbook which means we are seeking a flexibleexperienced and actionoriented leader who is able to adapt and tailor bestpractices in project management to the unique challenges of implementing aprogram of FAMLIs scale and complexity in Maryland state government. Main Purpose of Job
The Project Management Office(PMO) Manager oversees the of implementation projects needed to launch Marylands Family and Medical Leave Insurance (FAMLI) program in compliance with statutory deadlines. The PMO Manager is responsible for monitoring and reporting on the FAMLI Divisions matter implementation plan and schedule ensuring alignment across teams and projects with respect to program goals and deadlines. This role supervises a team of project managers that are collectively responsible for providing support and technical expertise to project owners guiding them through the complexities of and risk management including facilitating communication among key stakeholders and optimizing project .
POSITION DUTIES
Duties of this position include but are not limited to:
- Leads and supervises the PMO staff providing oversight and support to individual Project Managers;
- Manages the master project implementation plan and schedule for the Division ensuring alignment with statutory deadlines budgetary considerations and program goals;
- Establishes systems and processes to periodically review control report and monitor project status;
- Provides expert knowledge and support to FAMLI Division leaders in:
- Leading managing and coordinating a wide variety of complex projects;
- Defining project objectives milestones and scope as well as identifying key internal and external stakeholders;
- Establishing leading directing and coordinating their project teams to accomplish their project objectives including providing day to day oversight of the projects;
- Serves as primary point of contact for executive leadership on project management issues providing regular updates on project progress risks and key decisions;
- Defines maintains and enforces the Divisions standards for project management;
- Oversees risk management and mitigation strategies ensuring that risks to project success are identified and addressed promptly;
- Identifies the need for additional resources to ensure the successful of the Divisions implementation plan; and
- Leads postimplementation reviews to identify lessons learned and drive continuous improvement.
MINIMUM QUALIFICATIONS
Experience:- At least six years of experience as a project manager with demonstrated ability to lead and manage multiple complex projects from inception to completion.
- Experience in managing or supervision teams within a project management office or a similar function
- Proven track record of developing and implementing project management frameworks tools and processes
- Proficiency in project management software
- Experience in using data analytics for project tracking and outcome measurement
DESIRED OR PREFERRED QUALIFICATIONS
- Demonstrated openness to a variety of project management methodologies and a commitment to continuous learning with the ability to adapt methods and tools to best suit the unique needs of each project
- Experience in developing and executing innovation strategies within a public sector or missiondriven environment
- Familiarity with designthinking principles
- Experience in change management helping teams adapt to new processes tools and strategic priorities
SPECIAL REQUIREMENTS
