The Division of Administration/Office of State Procurement has a vacancy. This job title has an assigned pay grade of AS621.

This vacancy will be filled by promotion of a current permanent status Office of State Procurement employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
Seven years of experience in procurement contracts or grants management financial management accounting or auditing; OR

Six years of fulltime work experience in any field plus four years of experience in procurement contracts or grants management financial management accounting or auditing; OR

A bachelors degree plus four years of experience in procurement contracts or grants management financial management accounting or auditing; OR

An advanced degree plus three years of experience in procurement contracts or grants management financial management accounting or auditing.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of fulltime work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Certified Professional Public Buyer (CPPB) a Certified Public Procurement Officer (CPPO) or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGPCPP) will substitute for a maximum of one year of the required experience.

Job Concepts

FUNCTION OF WORK:
Manages the procurement of goods and services on a statewide basis on behalf of all state agencies and participating local government units which includes the regulatory review of related contracts and grants.

LEVEL OF WORK:
Manager.

SUPERVISION RECEIVED:
Broad direction from the State Procurement Deputy Director. May receive supervision from higherlevel personnel.

SUPERVISION EXERCISED:
Subordinate staff consists of State Procurement Supervisors and State Procurement Analysts. Other combinations may be considered by SCS.

LOCATION OF WORK:
Division of Administration Office of State Procurement. Other locations may be approved by SCS.

JOB DISTINCTIONS:
Differs from State Procurement Supervisor by the presence of managerial responsibility for one or more statewide procurement functions.

Differs from State Procurement Assistant Director by the absence of responsibility for serving as a technical consultant and subject matter expert for the largest and most complex statewide procurement functions to include final review and delegated approval authority at the highest level.

Exercises final review and approval authority as delegated by the State Procurement Director over solicitations contracts and the procurement of goods and services including professional personal consulting and social services.

Coordinates and manages the work activities of a procurement team; participates in the selection process of employees.

Manages the preparation of regular and special reports.

Manages use of procurement programs and technology.

Analyzes and evaluates policy and procedural changes by translating broad policies into operational plans of action; ensures operational and administrative efficiencies.

Confers corresponds and conducts meetings with agency administrators and other state personnel private industry and other governmental bodies in order to seek information and explain policies rules and regulations.

Manages the research and development award and management of a number of complex statewide contracts for a variety of commodities ensuring compliance with laws policies and procedures.

Provides interpretation of policies procedures rules regulations revised statutes and internal guidelines to agency personnel and to vendors.

Works to resolve any concerns from vendors public officials and agency personnel; seeks input from executive management or legal counsel when needed.

May present and explain circumstances surrounding a disputed award.

May participate in planning organizing and conducting training classes for agency users related to State Procurement processes.

Provides guidance and oversight in the development of training manuals guides and materials to assist agencies inhouse personnel and vendors in procurement compliance.

Performs final review of solicitations (including contractual services) within the delegated approval authority amount for nonexempt agencies where a procurement has exceeded the agencys delegated authority amount.

Evaluates and provides an approval recommendation for emergency sole source and proprietary purchases as authorized.

Provides oversight for the regulatory supervision of state agencies and serves as a liaison when necessary.

Participates as necessary in protests of solicitations awards suspensions and disbarments.

May serve as an expert on the procurement of specialized items.

Writes narratives and develops charts to display sequence of procedures divisions of responsibility origin and flow of documents commodities tasks etc.

Examines for accuracy and comprehensiveness documents involved in the procurement process such as requisitions purchase orders contract release orders bid tabulations etc.

Assists in planning organizing and conducting inspection and training programs for agencies.

Assists in determining goals and implementing plans for special programs.

Maintains compliance with budgetary provisions for personnel salaries equipment materials services and programs as assigned; assists in long and shortterm budget forecasts and in making recommendations for appropriate actions.
