This vacancy is located in theQuality Management Departmentof Eastern Louisiana Mental Health System in Jackson LA (East Feliciana Parish). ELMHS is the largest 24hour multisite state psychiatric complex comprised of residential outpatient and inpatient services.

The position may be filled as either a Probational (open to all qualified applicants); a promotion (open to all statewide classified and Agency wide permanent status employees); by Detail to Special Duty. Current permanent status classified employees may be required to accept a Probational appointed if selected.
No Civil Service test score is required in order to be considered for this vacancy.

FUNCTION OF WORK:
To provide professional nursing consultation and expertise in programmatic policy formulation guidelines protocols and interpretation for statewide public health programs
LEVEL OF WORK:
Program Manager.
SUPERVISION RECEIVED:
General from a Registered Nurse of a higher level or other higher level personnel.
SUPERVISION EXERCISED:
Programmatic over professional paraprofessional and nonprofessional personnel.
LOCATION OF WORK:
Statewide.
JOB DISTINCTIONS:
Differs from nurses of a lower level by the presence of serving as a Statewide Nurse Consultant.
Differs from RN Regional Manager by the absence of direct supervision of staff within an assigned region.

EXAMPLES OF WORK:

Provides professional nurse consultation and clinical programmatic and administrative direction to public health and private sector staff statewide in the development of systems to provide preventive health care to the citizens of Louisiana.
Provides environmental health nursing and risk assessments in collaboration with environmental health personnel and regional/state epidemiologists.
Participates in policy decisionmaking program development and implementation of populationbased issues that may impact the health of the statewide communityatlarge.
