Main Purpose of Job

The Natural Resources Planner II reviews analyzes and evaluates administrative regulatory and technical information necessary to promote the development of markets for recycled materials and recycled products in the state. The position also provides data planning data analysis and review and data interpretation assistance necessary to conduct research into available and potential markets for recyclable materials the types and quantities of recyclable materials generated in Maryland opportunities for businesses in Maryland to use recycled materials and will identify existing funding mechanisms for recycling market development. The position also plans coordinates organizes and collects information from and conducts outreach to several external entities and state and local agencies and private organizations to coordinate market development activities. Finally the position reviews evaluates tracks and prepares reports to the General Assembly on recycling market development activities.

This position will also assist businesses with the separation of food residuals from other solid waste to ensure the food residuals are diverted from final disposal in a refuse disposal system. Additionally the position will identify existing composting facilities and the geographic areas within the 30mile radius of each facility; and develop a plan for implementing the states food residual waste diversion law including the development of a plan for educating large generators of food residuals. The position is also responsible for enforcement of the states food residual waste diversion law and for establishing and developing the procedures for evaluating requests for waiver of the food residual diversion requirements. he position will prepare any guidelines recommendations and required reports for submission to the General Assembly regarding food residuals including the impacts on waste diversion in the state.

Finally this position calculates the Statewide waste diversion rate by compiling and analyzing waste disposed tonnages recycling tonnages and source reduction reports from each county or region. Maintains computerized databases and hard files of information relating to county solid waste tonnages. Compiles county waste disposed numbers and calculates final county waste diversion numbers using solid waste disposed and recycled tonnages and source reduction credits

The incumbent in this position will be required to drive a State vehicle. If you maintain an outofstate driving license you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a drivers license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university in an environmental science or natural resources planning management or development.

Experience:One year of experience in natural resources planning orapplied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university in urban orregional planning engineering physical geography or thephysical chemical biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Masters degree from an accredited college or university in natural resources planning management administrationdevelopment environmental urban or regional planning; resources economics or development; environmental systemmanagement; water or land resources planning andmanagement; environmental landscape architecture; or thephysical biological chemical or environmental sciencesfor the required experience.

3. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in thegeneral natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a yearforyear basis for the required experience and education.
