The Accounting Unit Supervisor is a critical leadership role within the North Carolina Department of Health and Human Services (DHHS) responsible for managing all aspects of payment operations for the Division of Services for the Blind (DSB) the Division of Vocational Rehabilitation Services (DVRS) and the Division of Services for the Deaf and Hard of Hearing (DSDHH). This position oversees a team of eight accounting technicians and is accountable for ensuring accurate and timely processing of claims using the ENCORE and SMS financial subsystems. It requires strong knowledge of accounting principles billing processes (particularly in a medical context) and financial compliance with federal and state policies including the DHHS Cash Management Plan and NCFS (North Carolina Financial System) requirements. The role includes managing workflows developing operating procedures and guiding the work of staff through supervision evaluation and handson support.

In addition to daily operations the position coordinates with internal and external stakeholders including federal funds and accounts receivable teams to ensure cash requisitions fund draws and financial reporting are accurate and timely. The manager serves as a subject matter expert on billing systems and provides technical guidance to both program and fiscal staff often representing the Controllers Office in meetings with external agencies. The role includes resolving billing inquiries supporting audits ensuring correct 1099 reporting and adapting system configurations in response to policy or regulatory changes. This role demands strong problemsolving abilities technical systems expertise and a collaborative leadership style to ensure fiscal accountability and support efficient program delivery.

Key Duties Include:
  • Supervise and manage a team of eight accounting staff including performance evaluations workflow monitoring and work plan development.

  • Oversee the daily claims processing functions for DSB DVRS and DSDHH ensuring accuracy and timeliness of payments.

  • Manage cash management functions including fund draws cash requisitions and federal/state fund balancing.

  • Provide technical oversight for ENCORE and SMS subsystems including troubleshooting coding compliance and testing system updates.

  • Coordinate financial operations with AR (Accounts Receivable) GA/FM (General Accounting/Financial Management) and federal reporting teams.

  • Respond to billing and payment inquiries from internal staff providers and vendors resolving issues and providing policy guidance.

  • Represent the Controllers Office in interagency meetings to provide fiscal input during program planning and policy changes.

  • Support audits by preparing documentation coordinating with divisions and ensuring questioned costs are resolved or refunded.

  • Oversee supplier setup processes and yearend 1099MISC and 1099NEC reporting accuracy.

  • Ensure compliance with NCFS standards and DHHS Cash Management Plan in all accounting operations.

Bachelors degree in accounting or a degree in business administration finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting
