Job Duties
Oversees Virginia Works current workbased learning programs and growth strategy around future workbased learning needs across the Commonwealth in collaboration with key partner state agencies and organizations such as SCHEV VCCS and VDOE. Manages and oversees the Commonwealths State Apprenticeship Agency (SAA) for Registered Apprenticeship and drives its expansion into new industries integration into Virginia Works and process modernization in serving both employers and individual learners. Develops Virginia Works strategy to support and integrate the full spectrum of workbased learning options into what we do; builds relationships within the broader workforce ecosystem to ensure partner engagement with Local Workforce Development Board staff other state agencies and nonprofits; aligns the high demand occupations list to the Registered Apprenticeship occupations internships and workbased learning program offerings; ensures effective grant implementation compliance with federal guidelines and technology integration. Leverages business engagement activities to ensure that the Commonwealths talent pipeline has a strong pool of developing talent. Manages program communications and grants activities; provides support to the Apprenticeship Council; supervises staff; and makes formal presentations.
Minimum Qualifications
Comprehensive knowledge of the functions purpose and methods of training; apprenticeship and internship programs and activities; trade practices and operations; vocational education and/or workforce programs; workbased learning principles and practices; workforce business and educational systems; state and federal policies and regulations related to apprenticeship programs and/or other workbased learning systems; strategic communications; and grants management.
Strong leadership executive management policy development and implementation project management computer (PCbased software such as MS Office Professional 365 facilitation and longterm planning skills.
Demonstrated ability to manage projects effectively from concept development through program implementation; lead change initiatives and promote continuous improvement strategies; promote and drive a growth and expansion mindset for staff; prioritize workload anticipate needs and meet deadlines; respond to changing priorities; conduct research draw sound conclusions and report findings; work as a team player appropriately exhibiting a positive attitude; manage budget and professional staff; communicate effectively both orally and in writing with a diverse constituency; draft reports and correspondence; make effective oral presentations; provide support to diverse constituents (e.g. apprentices employer partners workforce board directors and external organizations); ensure compliance with state and federal requirements; and demonstrate attention to detail.
Additional Considerations
Experience with MS TEAMS functions and features and the ability to use those for effective team collaboration and information sharing. Experience working with workforce development activities such as WIOA Adult Basic Education SNAP ET Reentry programs employment services and vocational rehabilitative services.
Experience managing and promoting a webbased learning program in a governmental setting.
Broad subject matter knowledge on all forms of workbased learning (WBL) including Registered Apprenticeship internships coops and K12 CTE. Established connections in the business community.

Education training and/or experience in public administration social or behavioral sciences business administration registered apprenticeship and internship programs or related field.
